About this file

This is a Notice of Intent to Sole Source for a federal contract procurement by the Uniformed Services University of the Health Sciences (USU), a federal health sciences university located in Bethesda, Maryland. USU intends to award a sole-source, firm-fixed-price contract to Aquifer, Inc., located at 33 South Main Street #4, Hanover, New Hampshire 03755, for one Aquifer Annual Subscription and one WISE Annual Subscription. The subscriptions will be procured in accordance with FAR Part 13.106-1(b)(1)(i).

The justification for sole-sourcing is that the Aquifer Annual Subscription tool is the only known supplier capable of providing both the custom case study creation and case study library search functionality required by USU's School of Medicine departments, including Pediatrics, Family Medicine, Internal Medicine, Radiology, Neurology, and Geriatrics. These subscriptions are essential to maintain consistency across the university's required curricula and student education platforms. The notice invites all responsible sources to submit bids, proposals, or quotations demonstrating clear and convincing evidence that competition would be advantageous to the Government, would not be cost or time prohibitive, and that the offeror can meet the stated government needs. Responses must be submitted via email by the closing date specified in the notice. The Government will not be responsible for any costs incurred by responding to this notice.
