About this file

This is a Product Description (PD) document for a software upgrade to the C-5M aircraft's Identification of Friend or Foe (IFF) transponder system. The Air Force Life Cycle Management Center (AFLCMC/WLS, Galaxy Division) at Robins Air Force Base is procuring software licenses from Collins Aerospace, Raytheon Division to enable existing Traffic Collision Avoidance System (TCAS) capabilities while selectively inhibiting position reporting systems. This modification addresses operational security concerns by reducing the military aircraft movement signature and preventing state and non-state actors from tracking C-5M aircraft movements worldwide. Raytheon is designated as the Original Equipment Manufacturer (OEM) for the transponder and software, which are proprietary systems; other vendors are considered high-risk alternatives for this work.

The Government requires 60 licenses of the L.4 software to be delivered by the Contractor following contract award. Additionally, the Contractor must provide source data for all changes implemented under this task order, along with technical manuals and supporting documentation. The C-5M platform has existing capability for maintenance personnel to load the software directly onto the aircraft without requiring the transponder to be returned to the OEM for installation, streamlining the deployment process.

Product Description

This Product Description (PD) outlines the software product and supporting product deliverables from Collins Aerospace, Raytheon Division for the C-5M aircraft. The software upgrade provides the capability to enable the existing Traffic Collision Avoidance System (TCAS) capabilities while selectively inhibiting position reporting systems.

This modification is needed to support C-5M operations worldwide. The ability for state actors and non-state, non-military actors to track and share military aircraft movements has been known, and displayed, for some time. The ability to reduce the movement information/signature of the MAF is critical to protecting the MAF, our users, and our national interests.

Raytheon is the OEM for transponder and software. The transponder and software are proprietary to Raytheon. It would be high risk for other vendors to accomplish.

The C-5M has the capability for maintenance personnel to load the software directly onto the aircraft. The transponder does not need to be returned to the OEM for loading.

Delivery of Software and Associated Data The Contractor shall provide 60 licenses of the L.4 software to the Government after contract award.

Technical Manuals The Contractor shall provide any source data for all changes implemented as part of this task order.
