About this file
This is a proposal document for the Oregon Department of Fish and Wildlife (ODFW) outlining a small unmanned aerial system (sUAS) acquisition for the Willamette Wildlife Mitigation Program (WWMP). ODFW requires drone technology to monitor habitat conditions across 26,000 acres of protected property spanning 65 properties. The proposal seeks to acquire a fixed-wing sUAS capable of capturing high-resolution orthomaps at resolutions up to 1 centimeter per pixel, which represents 3,600 times greater detail than currently available imagery through the National Agriculture Imagery Program (1 meter) or ESRI Basemap (60 centimeters). The organization evaluated three drone systems meeting Department of Defense Blue UAS Cleared List requirements: the Flightwave 130 Blue (capable of mapping 2,000 acres daily), the WingtraOne (460 acres daily), and the eBee TAC Public Safety (2,470 acres daily). The proposal also identified the Parrot ANAFI US GOV as a potential option, though it is not purpose-built for mapping operations. ODFW consulted with internal sUAS pilots, BPA staff, and WWMP sponsors to determine that fixed-wing mapping drones represent the appropriate system for this application, with the flexibility to conduct flights before and after restoration events, during flooding, or during ecological blooms.
The document does not specify pricing for individual systems but notes that quotations were obtained from sales representatives and GSA Advantage. The proposal identifies Pix4D Mapper as the industry-standard image processing software, with alternatives including ArcGIS Pro and Drone2Map by Esri. The document references that applications for BPA sUAS review team approval are pending, with Matt Schwartz indicated as the contact managing the approval process. The acquisition would generate substantial data requiring terabyte-level storage capacity, and the proposal notes that the Flightwave 130 Blue system remains in venture capital funding stages with only 16 systems in early access, while the WingtraOne and eBee TAC represent more established commercial options with available warranty and maintenance packages. No specific contract term, funding sources, or award timeline is provided in this preliminary proposal documentation.

WWMP Drone Proposal Notes
Introduction
ODFW is tasked with monitoring the type and condition of habitat on 26,000 acres of protected property across 65 properties in the Willamette Wildlife Mitigation Program. Advances aerial photography and GIS have made these products a critical tool to manage conservation lands and monitor easements. We are proposing purchasing a small unmanned aerial system (sUAS) to capture high resolution orthomaps of the WWMP properties which will complement on-the ground-monitoring by ODFW and provide our sponsors with an additional tool to guide management decisions and improve conservation efficiency.
Current aerial mapping products available in ArcGIS are limited to 60cm per pixel. National Agriculture Imagery program images are 100 cm per inch. A sUAS is capable of mapping over 100 to 500 acres per hour at up to 1 cm per pixel. The sUAS resolution is 3600 times more detailed than currently available imagery. Additionally, we can choose when to fly: before/after restoration leaf on or off, during major flooding events, or during superblooms.
We are currently reviewing systems on the Blue UAS Cleared List per BPA Funding Policy. I consulted with ODFW sUAS pilots, BPA staff, and WWMP sponsors who all agreed that fixed wing mapping drones are the appropriate system for mapping WWMP properties. There are 3 fixed wing sUAS systems available, which meet the criteria for the WWMP.
Criteria: DoD Blue UAS Cleared List and able to capture 500 acres at 1 inch/pixel per flight.
Available sUAS and pricing for kit (case, battery, controller, spare parts, camera)
What free, local and state resources are available?
• NAIP – National Agriculture Imagery Program o 1 meter pixel size, flown yearly
• ESRI Basemap o 60cm, Maxar Vivid Standard - Satellite
