About this file

This is a Justification and Approval (J&A) for Other Than Full and Open Competition document for the U.S. Army Corps of Engineers, Vicksburg District. On 26 September 2025, a $451,822.85 firm fixed-price contract (No. W912EE25PA078) was awarded to Terry Service, Inc. for urgent repairs to the absorption chiller system on Power Barge 5014. The critical requirement involves replacing 269 tubes in the absorber section, 144 tubes in the condenser section, modifying generator plates, performing leak tests, and ensuring the HVAC system becomes operational by 10 October 2025.

The urgent procurement was necessitated by discoveries during a boiler installation, which revealed the absorption chiller tubing needed immediate replacement. Without these repairs, the Revetment Branch's Quarterboats would be uninhabitable, potentially delaying the 2025 Revetment Season and impacting critical operations maintaining navigable waterways along the Mississippi River. Terry Service was identified as the only known source with the expertise to complete the work by the required date, and no competitive procedures were followed due to the compelling urgency of the requirement.
