Justification and Approval (J&A) for Contract Ceiling Increase

This document is a Justification and Approval (J&A) for a contract ceiling increase to the Repair Electrical Systems Indefinite Delivery Indefinite Quantity (IDIQ) contract, submitted by the Air Force Life Cycle Management Center (AFLCMC) Civil Engineering Contract Support Branch at Wright-Patterson Air Force Base (WPAFB).

The Air Force seeks to increase the contract ceiling by $6 million, raising the total value from $9.9 million to $15.9 million, for continued electrical system support to CAM Management and Services, LLC—the incumbent single-source contractor. The contract provides critical electrical construction support including management, labor, material, equipment, transportation, and supervision across 120 distinct organizations at WPAFB. The ceiling increase is necessary because civil engineering (CE) electrical requirements have significantly exceeded original projections due to unexpected factors including implementation of the Federal Return-to-Office mandate, mission growth, increased facility utilization, expanded classified workspaces, IT infrastructure modernization, laboratory upgrades, and continuous 24/7 operations. These drivers have substantially increased electrical loading and distribution requirements. Additionally, aging infrastructure has deteriorated faster than anticipated, requiring more extensive upgrades to switchgear, transformers, distribution panels, feeders, branch circuits, generators, UPS systems, grounding systems, and supporting infrastructure for HVAC modernization and facility reconfiguration. The anticipated award date for a new competitive follow-on IDIQ is May 2027. The justification cites 10 U.S.C. 3204(a)(1) as statutory authority, establishing only the incumbent as a responsible source due to established security clearances, subcontractor networks, facility familiarity, and zero-transition requirements. The J&A was approved on August 14, 2026, by the Competition & Commercial Advocate and includes coordination from the Branch Chief, Local Legal Reviewer, Policy Reviewer, and Chief of the Contracting Office.
