This is a 6-month bridge action for contract HT0011-19-C-0017 DHAPP Project Management support untilizing an individual justficiation. This contract is due to expire 23 August 2023. The incumbent is Seneca Telecommunications, LLC and currently performing exceptionally. This bridge action is being requested to prevent a laspe in services untile the recompete effort is completes its acquisition process. The recompete is in its initial stages of review/approval for solicitating and expected for award on or around 22 February 2024.

3. Description of Supplies/ Services:

The proposed acquisition is to acquire support to international HIV/AIDS prevention programs across 50 countries to provide program management and program integration services to assist in the development and performance of tasks needed to meet the objectives and strategies of the DoD HIV/AIDS Prevention Program (DHAPP) mission. This contract will provision staff support to DHAPP located at Naval Health Research Center (NHRC) at Point Loma Naval Base San Diego, to include multiple overseas locations. Activities within DHAPP to be supported by the contract include assisting selected foreign militaries in establishing HIV/AIDS-specific policies for their personnel, assisting selected foreign militaries in adapting and providing HIV/AIDS prevention programs, and assisting selected foreign countries in developing military and culturally appropriate interventions to affect high-risk HIV/AIDS attitudes and behaviors.

5. Rationale Justifying Use of the Statutory Authority Cited:

The DHAPP program requires personnel with established relationships in foreign countries, Government programs such as the office of US Global AIDS Coordinator, U.S. Government allies and the United Nations. Personnel are required to work alongside local and foreign militaries in establishing HIV/AIDS-specific policies, assist with prevention programs, train military personnel in foreign countries and develop culturally appropriate interventions to affect high-risk HIV/AIDS attitudes and behaviors on a global scale. The incubment, Seneca Telecommunications, has served as the primary contractor for the past 2.5 years and has provided exceptional support to the DHAPP program with zero deficiencies. These relationships and functional understanding of the daily requirements are integral to the ongoing training, intervention and development of care for people living with HIV globally. Seneca possesses the operational infrastructure and knowledge required for successful performance which will be untilized during the six-month period. Seneca has demonstrated the skills and training capable of providing the required services. A six-month bridge contract is the most efficient way to prevent a lapse in service until the competitive long-term contract is implemented. The time taken for another contractor to transition-in, understand the nature of operations, processes and procedures, while maintaining integrity, would result in unacceptable delays in continuing DHAPP support crucial to the mission. Seneca Telecommunications can continue to provide the support required during this six-months bridge without a loss of efficiency and negative impact to DHAPP functions.

6. Efforts to Obtain Competition:

On June 20, 2023, DHA PS-CD issued a sources sought under NAICS 541611, Administrative Management and General Management Consulting Services, via GSA e-buy. The sources sought revealed over 55 large and small business registered. In response to the sources sought, PS-CD received 11 responses with capability statements from interested vendors (large and small) with six registered under the SBA 8(a) program. Because contract HT0011-19-C-0017 was awarded under the SBA 8(a) program, the follow-on will remain in the 8(a) program. PS-CD will solicit the the follow-on effort as a competitive 8(a) set-aside.

7. Determination that Anticipated Cost to the Government will be Fair and Reasonable:

The Contracting Officer will determine that the anticipated costs to the Government will be fair and reasonable through a comparison to historical pricing, Contrator's proposed pricing, and the Government's pricing analysis.

Market Research Conducted? Yes When was it conducted? 5/22/2023 to 6/20/2023 Description:

Market research was conducted via multiple Government sources such as, Ability One and Federal Prison Industries, Inc., and was unable to find sources available to provide the services being requested. An online search via Google, FPDS-NG and SAM also revealed a large number of possible sources, based on description of services. On June 20, 2023, PS-CD issued a sources sought via GSA e-Buy (RFQ1632760) to 57 businesses registered under NAICS 541611 and received 11 responses from interested parties. Interested parties were a combination large and small businesses and of 8(a), WOSB, ANC, SD and HUBZone status with GSA MAS contracts.

9. Other Facts:

DHA PS-CD initially sought out to execute this six-month effort via the SBA 8(a) program with a direct award to Seneca Telecommunications. After review, the SBA representative informed PS-CD that Seneca was no longer an 8(a) participant and ineligible for an 8(a) award. PS-CD then submitted an SBA offer for Western Door, a subsidary of Seneca, and was rejected in accordance with FAR 19.808-1(e) . As a result, PS-CD is issuing this request for a six-month bridge effort to Seneca Telecommunications while conducting a competitive 8a acquisition..
