ESRI ArcGIS Data Migration and Enterprise Cloud Environment
1. AGENCY IDENTITY AND CONTRACTING OFFICE
This sole source action is being taken by the United States Department of Energy/National Nuclear Security Administration (DOE/NNSA). The contracting activity for this action is the NNSA Office of Partnership and Acquisition Services (PAS), Contracting Operations Division, Headquarters Services Acquisition Branch (NA-PAS-314).
2. NATURE AND / OR DESCRIPTION OF THE ACTION BEING APPROVED
This action is for the procurement of the requisite services related to the ArcGIS Data Migration and Enterprise Cloud for the Office of Emergency Management (NA-40). The award will be issued under the General Services Administration (GSA) Multiple-Award Schedule (MAS) program to Environmental Systems Research Institute, Inc. (ESRI), Contract Number GS-35F-253CA. The Order will be a hybrid-type contract, with firm-fixed price and not-to-exceed direct reimbursable cost-type components with a 12-month base period, and four (4) 12-month Option Periods.
3. DESCRIPTION OF SUPPLIES AND/OR SERVICES
This requirement includes the migration of NA-40’s current ArcGIS Online capabilities to the ArcGIS Enterprise Cloud Environment. In addition, it includes the acquisition of the Brand Name Geographic Information System (GIS) Software, an ArcGIS Enterprise Cloud Environment, from ESRI, to support situational awareness capabilities for DOE/NNSA.
NNSA is responsible for safeguarding the security and safety of national nuclear resources. Utilizing ArcGIS enhances NNSA’s ability to collect, analyze, and disseminate geographic information, critical for managing organizational safety and nuclear security operations. ArcGIS provides enhanced situational awareness through real-time mapping and visualization capabilities, allows real-time monitoring of nuclear facilities and potential threats, and supports timely responses to incidents.
NNSA aims to establish a cloud-based enterprise system for NA-40. This system will leverage ArcGIS enterprise to globally track real time threats and enhance management workflows in a cloud-based environment. The migration from the current ArcGIS Online setup is driven by the need for advanced security features, greater control over data and infrastructure, and the ability to tailor the GIS environment to NA-40’s evolving requirements.
NA-40 is responsible for support of the Department’s emergency management and continuity of operations operational requirements in support of the Department’s Primary Mission Essential Functions (PMEFs) and Mission Essential Functions (MEFs) along with emergency management and continuity-related situational awareness and reporting requirements as stated in National Security Presidential Memorandum (NSPM) 32, Establishing a Standard Procedure for Reporting Presidential Critical Information Requirements, and DOE Order 151.1E, Comprehensive Emergency Management System.
ESRI shall provide the ArcGIS Enterprise Cloud Environment and migrate the existing platform from ArcGIS Online. ESRI shall provide the licensing requirements for the ArcGIS Enterprise Cloud Environment and perform the labor to migrate the system from ArcGIS Online to the ArcGIS Enterprise Cloud Environment.
In order to migrate from the current ArcGIS Online environment, provided by ESRI, to the ArcGIS Enterprise Cloud Environment, the following components and labor responsibilities must be provided.
These services are only available directly from ESRI.
ArcGIS Enterprise Jumpstart – Advanced Service Package Advantage Program – Large 200/200 PN 195982 – Includes Advisor Services ESRI’s Technical Support Services, Secure Support Domestic Annual Use Unlimited Cases
(annual) Server Installation Support
The total estimated contract value, including travel and other direct costs (ODC), is $5,341,015.32.
4. SOLE SOURCE AUTHORITY AND RATIONALE
The authority permitting sole source justifications, found in the Revolutionary Federal Acquisition Regulatory Overhaul (RFO), is Subpart 538.71, Federal Supply Schedule (FSS) Ordering Procedures, and General Services Acquisition Manual (GSAM)1 538.7104-3(b)(1)(ii), only one source is capable of providing the products, services, or solution required at the level of quality required because the products, services, or solutions are unique or highly specialized.
The capabilities of ESRI’s ArcGIS is essential to NNSA’s requirements, as only ArcGIS is capable of:
ensuring compatibility with NA-40’s existing platform and critical data; providing the full suite of comprehensive tools required, including advanced geospatial analysis and the extensive library of mapping layers and analytic capabilities uniquely positioned to support the intricate requirements of nuclear security operations; seamless integration and interoperability with other NNSA and partner systems, reducing training time and operational disruptions; providing extensive support and training tailored to NNSA’s specific uses of the product; and meeting NNSA’s rigorous security protocols and standards required to ensure data remains secure, accessible only to authorized personnel, and is compliant with national security regulations.
NNSA’s dashboards and analytics incorporate extensive advanced settings and unique modifications, moving them far beyond standard, out-of-the-box offerings. These customizations are integral to NNSA’s core operational capabilities. Given these deep-seated customizations, ESRI is the only firm capable of migrating NNSA’s current data from ArcGIS Online capabilities to the ArcGIS Enterprise Cloud Environment.
1 Effective October 9, 2025, DOE issued Policy Flash 2026-02, a Class Deviation, to adopt the Revolutionary FAR Overhaul’s Model Deviation text for Part 8. RFO Part 8.4 directs agencies to follow GSA ordering procedures at subpart 538.71 when placing Federal Supply Schedule orders. As such any reference to Subpart 538.71 (GSAM) herein refers to the deviated text which can be found at https://www.acquisition.gov/fss-ordering-procedures.
NNSA’s Class Deviation can be found at https://www.energy.gov/management/pf-2026-02-class-deviation-adopt-revolutionary-far-overhaul-rfo-part-8-required-sources.
ESRI possesses proprietary knowledge and a unique technical understanding of their product’s backend architecture and custom modifications. This expertise is necessary for ensuring a seamless, low-risk migration that preserves full functionality, a capability that cannot be provided by any other vendor.
5. CONTRACTING OFFICER DETERMINATION OF FAIR AND REASONBLE PRICE
Per GSA Subpart 538.7102-2(d)(2), Ordering activities are not required to make a fair and reasonable price determination for FSS products, services, or solutions at the order level or BPA level as FSS contract pricing has been determined fair and reasonable.
However, the Contracting Officer will ensure that any awarded Task Order is fair and reasonable, based upon the current government estimate.
6. MARKET RESEARCH
Market Research was conducted for this requirement by the Program Office, through information calls, and online research. NNSA reviewed vendors identified that seemed to potentially have the capability to perform the requirement, to include other available GIS tools. While some are capable of meeting certain requirements, none meet, nor could be timely modified to meet all of NNSA’s specific needs.
For example, open-source GIS alternatives were identified, however, they lack the extensive support, seamless integration, and advanced features (particularly for Spatial Analysis, Spatial Statistics, and Velocity Analytics within the complex ecosystem) found with ESRI software and available backend customizations; some others focused on business intelligence, or do not offer the same range of native GIS capabilities or the deep integration or migration capabilities required.
7. OTHER FACTS
For several years, NNSA’s geospatial program has supported critical mission functions and a wide network of stakeholders across the DOE/NNSA enterprise, representing a substantial, long-term investment. This mature program is deeply integrated into an ESRI ecosystem, utilizing highly customized operational dashboards, analytics, and data collection tools. DOE/NNSA GIS workforce is extensively trained and experienced in using the ESRI platform.
Consequently, any shift to a non-ESRI solution would incur prohibitive retraining and re-platforming of existing systems. More importantly, it would risk unacceptable service disruption, data integrity loss, and a significant breakdown in operational continuity for our many stakeholders, ultimately jeopardizing mission-critical functions and emergency situational awareness.
8. STEPS TO FOSTER COMPETITION
NNSA is committed to obtaining services using competitive procedures and would continue to monitor the market for potential future competition for this requirement, however, based upon the current requirement, only ESRI is able to perform this requirement in its entirety.
