About this file

This is a Justification for Limiting Sources (LSJ) document for a Federal Supply Schedule (FSS) procurement by the Department of Veterans Affairs, Network Contracting Office 23 (NCO23) located in Sioux Falls, South Dakota.

The procurement involves the purchase of two Perimed Periflux 6000 tcpO2 8-electroded units for vascular service patient examinations, with an estimated value of $107,800. The proposed contractor is Lovell Government Services Inc, a Service-Disabled Veteran-Owned Small Business (SDVOSB) located in Pensacola, Florida. The order is being placed against FSS Contract Number 36F79725D0128. The contracting officer justifies limiting sources based on the "Brand Name Only" exception, citing that the Perimed Periflux 6000 8-lead tcpO2 system from Radiometer offers unique integrated measurement capabilities, proprietary sensors and calibration technology, compatibility with existing clinical workflows, and established clinical validation that are not available from other manufacturers. Market research confirmed that no alternative vendors provide equivalent systems with the same combination of features and clinical integration. As the estimated procurement value exceeds $25,000, the documentation will be posted on e-Buy along with the Request for Quote (RFQ), as required by FAR 8.405-1(e). The justification satisfies FAR 8.405-6 requirements, and the document was signed by Contracting Officer John Milroy on May 5, 2026.
