About this file
This is a Justification and Approval (J&A) document for a sole source contract award to a Service-Disabled Veteran-Owned Small Business (SDVOSB) under the Department of Veterans Affairs.
The St. Cloud VA Health Care System seeks to procure a Qmatic Queuing Take a Number System for its Pharmacy to better serve veterans, with a total estimated cost of $32,000.00. The contracting activity is the Department of Veterans Affairs Network Contracting Office 23 (NCO23) located in Sioux Falls, South Dakota. The sole source award authority is granted under 41 USC §3304(a)(5) and 38 U.S. Code § 8127(c), implemented through VAAR 819.7008 (Sole source awards to a certified service-disabled veteran-owned small business), which permits non-competitive awards up to $5,000,000. The selected contractor is Alverez LLC, an authorized reseller of Qmatic products and a certified SDVOSB by the SBA, which has been determined to be a responsible source. Market research conducted included searches of the SBA Small Business Search database using NAICS code 334111, the GSA eLibrary, and the AbilityOne Procurement List, all yielding no results for veteran-owned Qmatic resellers. Direct contact with Qmatic identified Alverez LLC as the sole authorized SDVOSB reseller. The Contracting Officer will verify fair and reasonable pricing by comparing the contract price to similar procurements listed in USASpending.gov. The J&A was certified by Patricia Bienusa, Acquisition Utilization Specialist at St. Cloud VA Health Care System, and approved by John Milroy, Contracting Officer at NCO 23, both on May 11, 2026.
