Attachment One (1) Performance Requirements Summary

5.2.2 Tents

Service PWS Paragraph Number

Performance Standard AQL Surveillance Method

a. Contractor shall provide, place and maintain the following in all tent configurations IAW submitted requests:

‐Industry Standard Festival/Event with weatherproof structure ‐Clear span metal frame structure/fire retardant material ‐Minimum 8ft., maximum 10ft. High sidewalls/solid white roof and wall panels ‐Sidewalls solidly attached at ground level with continuous strips ‐Minimum 2 pedestrian openings/walls sealed to door frames with weather tight connection/doors capable of sustaining heavy end user traffic ‐Lighting and receptacles based on tent power requirements, occupancy and function based on federal, state and local regulations and in compliance with current NEC standards/use of 2 and 4 outlet receptacles ‐Lighting is evenly distributed throughout tent/all exists of Sleep and DFAC tents shall be marked with an electric exit light unit that displays a continuously lit red "EXIT"/ signs shall be self‐contained with battery backup and floodlights that are automatically activated ‐Electric forced air‐cooling or heating units ‐Controlled tent temperature maintained between 68‐78 degrees Fahrenheit ‐Cooling/heating units installed/ducted to ensure conditioned air is distributed evenly ‐Connect power to the units ‐Monitor inside air tempurateres every 12 hours ‐Plastic/durable material flooring in all tents, minus maintenance tents, from sidewall to sidewall with non‐slip material or texturing ‐Compatible size and type of fire extinguisher for each tent/attached to tent frame at the level and as recommended by extinguisher manufacturer

5.2.2 thru 5.2.19 1) Tents were established IAW the request

2) Lighting and receptacles were IAW federal, state and local regulations and in compliance with current NEC standards

3) Lighting was evenly distributed and exit signs were displayed and working

4) Cooling/heating units were installed/ ducted and evenly distributed

5) Air tempuratures were monitored every 12 hours

6) Plastic/durable flooring was provided from sidewall to sidewall

7) Compatible size and type of fire extinguishers were provided and attached to tent frame

5.3 Cots

a. Contractor shall provide heavy duty tubular metal cots with canvas or synthetic material capable of supporting a minimum weight of 325 pounds, length: 78in., width: 26in., height: 13in. The Government will accept +/‐ 2 in. variance on length and width and a minimum of 12 in. floor height.

5.4 Environmental Control Units (ECUs)

Performance Standard AQL Surveillance Method

a. Contractor shall provide, maintain, and service all ECUs. Contractor shall be responsible for determining and providing equipment that provides required capabilities to meet the Government’s stated temperature parameters.

b. Contractor has responsibility to fuel ECUs as needed to ensure 24/7 operation availability.

c. ECU’s shall be complete and self‐supporting and shall include power generation, fuel storage and all distribution ductwork that meets the requirements as stated for such equipment.

5.4 thru 5.4.3 1) ECU's were provided with required capabilities to meet temperature parameters

5.5 Generators

Performance Standard AQL Surveillance Method

a. Contractor shall be responsible for providing, installing and maintaining electrical power from generators to facilities. Contractor has responsibility to fuel generators as needed to ensure 24/7 operation availability. External fuel tanks shall meet federal, state, and local environmental spill containment regulations.

b. Down time for maintenance is limited to two hours. Facilities requiring uninterrupted operation will require generators that can be serviced while in operation.

c. All electrical components as well as the overall electrical generation and distribution system shall meet all the applicable requirements of the current National Electrical Code (NEC) for temporary out of doors, wet locations.

d. The distribution system shall be circuit breaker protected at load distribution panels. All distribution systems shall be heavy duty and sized in accordance with the NEC and Industry Standards for the amperage load they are carrying.

e. When necessary for cables to be placed across traffic areas (vehicle and/or foot), Contractor shall place protective devices over the cables to prevent them from being damaged by vehicles or from being trip hazards.

5.5 thru 5.5.4 1) Generators were provided with required capabilities

2) Generators were fueled when required

3) External fuel tanks met federal, state, and local environmental spill containment regulations

4) Maintenance downtime limited to 2 hours

5) All electrical components met all the applicable requirements of the current National Electrical Code (NEC) for temporary out of doors, wet locations

6) Distribution system were heavy duty and IAW NEC and Industry Standards

7) Protective devices placed in high traffic areas

1) During periodic inspections, standards are met 95% of the time

2) No more than 2 valid customer complaints within a 30 day period

5.6 Hygiene Units

Performance Standard AQL Surveillance Method

a. Contractor shall provide hygiene units as requested. Hygiene units shall be designed and manufactured to be self‐contained, operational shower and sink areas to include lighting.

b. Sinks and showers shall be in completely enclosed structures that provide maximum privacy.

c. Contractor shall provide the following for the hygiene units:

‐No less than 220 individual showerheads and 44 sinks ‐Enclosed shower stalls with privacy doors or curtains (non‐see through) ‐Hot and cold running water with sufficient pressure to supply all showerheads and sinks if running at the same time ‐Heat and cooling capabilities and powered exhaust ventilation system for the entire interior area ‐Ground Fault Interrupter (GFI) receptacles near sinks ‐Towel hooks or bars in close proximity of shower stall ‐Shelves or countertop and mirrors for each sink ‐Common dressing areas with benches and wall mounted hooks or bars for hanging clothing ‐Tank‐less electrical or propane heated water heaters

d. Contractor shall develop a refill schedule for each site tank that ensures water is available during individual site surge periods and meets quantities identified in the request.

e. Contractor shall be responsible for ensuring that all structures and supporting water supply and collection equipment and components are protected from freezing.

f. All electrical, propane and water servicing systems must meet federal, state, local regulations and in compliance with current NEC, Environmental Agency and National Fire Protection Agency (NFPA) guidance and mandates.

5.6 thru 5.6.7 1) Hygiene units were provided with required capabilities

2) Sinks and showers were completely enclosed

3) Refill schedule was developed for each tank site

4) All components/equipment were protected from freezing weather

5) All electrical, propane and water servicing systems met federal, state, local regulations and in compliance with current NEC, Environmental Agency and National Fire Protection Agency (NFPA) guidance and mandates

5.7 Hand Sanitization Units

a. Contractor shall place self‐contained hand sanitization units in the number indicated on each request.

b. Contractor shall be responsible for the care and condition of all hand wash units ensuring they are maintained in operable and sanitary conditions while in use. Contractor shall be responsible for repairing or replacing defective Contractor provided units.

5.8 Trashcans

a. Contractor shall provide minimum 35‐gallon capacity trashcans with lids as ordered on each request.

b. Number of trashcans shall be in the following configuration:

‐Hand sanitization units: one (1) per two (2) units ‐Sleep tents: four (4) trashcans ‐DFAC tents: six (6) trashcans ‐Hygiene units: two (2) to four (4) based on size of unit ‐All other tents: two (2) unless specifically requested

5.9 Light Tower Units

Number Performance Standard AQL Surveillance Method

a. Contractor shall provide, place and maintain light tower units at locations on site as indicated as requested.

b. The light tower units shall be self‐contained solar type on wheels.

c. The light tower shall provide sufficient lighting to safely operate in periods of darkness and low light.

d. Lights must be adjustable to different heights; lights must be able to rotate for maximum coverage in all scenarios.

e. Contractor shall place the light tower units, set them up for service to include adjusting beams, starting units prior to sundown each day and shutting units off after sunrise each day.

f. Light tower units shall be grounded IAW NEC Regulations.

5.9 1) Light tower units were placed IAW request

2) Light towers were self‐contained and on wheels

3) Light towers provided sufficient lighting during periods of darkness and low light

4) Lights were adjustable and met maximum coverage

5) Light towers were placed and started prior to sundown

5.10 Bulk Potable Water

Service PWS Paragraph

Number Performance Standard AQL Surveillance Method

a. Contractor shall provide, place and maintain potable water storage tanks of not less than 1,200 gallon per tank in the quantities and locations as requested. Contractor shall provide a shade covering for each potable water storage tank.

b. Storage tanks shall be high strength/impact resistant, capable of and approved for storing and dispensing potable water, and shall be equipped with lockable supply inlets with a manifold of four to six individual dispensing valves that allow water to gravity flow from the tank to personal drinking equipment.

c. Level of potable water in the tanks may not go below ½ the total capacity of the tank at any time during established timelines. Tanks will have an external quantity gauge for end user viewing.

d. Dispensing manifold points shall be placed at an average height of three linear feet above the ground at the tank.

e Contractor shall ensure all potable water is received, stored, and dispensed in IAW federal, state, local regulations, Army Regulation 40‐5 and DA PAM 40‐11.

f. Contractor shall conduct daily testing at pickup, delivery and tank dispensing points to ensure compliance of water standards.

Contractor shall notify the COR immediately of any test failures and investigate to identify the source of the failure.

g. Contractor shall be responsible for taking appropriate actions and applying necessary materials to ensure the supply of water from the tanks through the dispensing manifolds is not disrupted during periods of freezing weather.

h. Contractor shall clean the tanks prior to placement.

5.10 thru 5.10.15 1) Potable water storage tanks were placed with a shade covering IAW the request

2) Tanks were high strength/impact resistant, with lockable supply inlets and had a manifold of four to six individual dispensing valves

3) Potable water levels did not go below ½ the total capacity of the tank and external quantity gauge was available

4) Dispensing manifold points were placed at an average height of three linear feet above the ground at the tank

5) Potable water was received, stored, and dispensed in IAW federal, state, local regulations, Army Regulation 40‐ 5 and DA PAM 40‐11

8) Tanks were cleaned prior to placement

1) During periodic inspections, standards are met 95% of the time

5.14 General Maintenance

Service PWS Paragraph

a. Contractor shall provide and perform maintenance on all contractor provided equipment, structures, and components used in support of the contract to meet requirements requested.

b. Contractor shall ensure any failures are repaired or replaced within two (2) hours of notification unless authorized by the COR to extend beyond the two (2) hour time limit.

c. Emergency or safety failures shall be completed within the two (2) hour requirement.

d. Contractor shall submit and provide to the COR a maintenance plan in a mutually agreed upon format NLT 30 days after the award date. (deliverable #15) Any proposed changes shall be submitted to the COR.

5.14 1) Maintenance was performed on all equipment

2) Failures are repaired or replaced within 2 hours of notification

3) COR was notified if more than 2 hours was needed to fix equipment

4) Emergency and safety failures were completed within 2 hours
