Statement of Work (SOW)
National Investment Center (NIC-MAP) – Senior Housing and Nursing Home Care
Vision Statement
The vision is for an on-line database service for the Office of Risk Management (Portfolio Analysis Division). The subscription provides unlimited on-line subscription access for users to the Senior Housing, Nursing Home Care, and Hospital forecast data.
1 General Information
The Office of Housing in the Department of Housing and Urban Development (HUD), is responsible for the risk assessment of FHA-insured Healthcare facilities, which include Nursing
Homes, Assisted Living, Board & Care, and Hospital facilities.
1.1 Introduction
The U.S. Department of Housing and Urban Development (HUD), the Office of Risk Management and Regulatory Affairs (ORMRA) is seeking contractor support to provide economic data needed to support an on-line subscription for Senior Housing, Nursing Home Care, and Hospital Facilities price forecast, demand and supply for Healthcare facilities, economic data, and mapping capabilities. This data access is needed to meet vital components of HUDs Strategic Plan with respect to a high level of accountability in the financial management of the FHA insurance programs. From an operational standpoint, such data are used for modeling and predicting FHA loan performance and for computing impacts of the FHA insurance programs and the Federal budget, and for designing risk-management tools.
The request is for a Base Period of one (1) year and Four (4) Option years.
The Office of Risk Management currently uses historical data and economic forecasts from an on-line economic data subscription:
o As the principal source of national and regional economic time series for the statutory mandate to protect the General Insurance/Special Risk Insurance (GI/SRI) funds. This provides an independent, respected, and reliable source of forecasts on senior care facility prices and interest rates for computing Liability for Loan Guarantee requirements (loss reserves).
o For analyzing the factors affecting FHAs Nursing Home and Hospital insured mortgage default and claim rates.
o For Healthcare risk assessment tools developed in this Office for use by the Office of Risk Management and the Healthcare program office staff in headquarters and field offices; and o As an industry recognized source for supply/demand of healthcare facilities data, and mapping capabilities enabling regional and market analysis for approving Healthcare facilities for insurance and analyzing distressed markets and properties, o As the principal source for mapping Healthcare facilities, this will enable the Office of Risk Management to analyze and present to FHA Executive Management maps describing the impact of natural disasters. These maps will help visualize which facilities are impacted by hurricanes, floods, tornados and other natural and economic disasters and assist Executive Managers to plan and direct resources to assist the impacted properties.
o For preparing ad-hoc analyses of economic trends and for the FHA Commissioner and HUD Secretary. Trends such as which properties were impacted by the dramatic fall in oil/gas prices which led to many oil wells being shut down in specific regions across the country which caused nearby properties to falter and claim with funds being paid out of the Gi/SRI funds.
1.2 Background
Apart from its involvement in single-family and multifamily risk assessment and risk scoring, the Portfolio Analysis Division (PAD), located in the Office of Risk Management and Regulatory Affairs (ORMRA) in the Office of Housing, is responsible for monitoring the performance of FHAs single family, multifamily, and healthcare programs. It prepares periodic reports to the FHA Commissioner on FHA business activities and oversees the statutorily mandated annual actuarial review of FHAs largest insurance fund. ORMRA is also responsible for assessing the financial impact on FHAs insurance funds of new or revised programs and policies and evaluating relationships between current economic and market conditions and FHA program goals and objectives.
Market reports of the inventory, supply, demand, occupancy rates, absorption rates and trends, new construction trends, facility conditions and other general market information are key economic drivers that may result in an FHA insured facility or multiple properties becoming obsolete or uncompetitive. Sales data and trends can impact the recovery rate upon the asset disposition of a claimed property.
There have been significant disparities among regions in both their price appreciation and subsequent price correction experiences. Therefore, the impact of the recent price correction on mortgage holders and insurers portfolios depends on their geographic profile. The geographic profile of the FHA Healthcare portfolio is much different than the geographic profile of the conventional mortgage portfolio since it insured relatively very few loans in states that experienced both significant price appreciation and correction. Because FHAs geographic risk profile of loans is so much different than the national distribution of loans not only being impacted by regional economic factors, but governmental policy shifts such as the reduction in
Medicaid payments to Nursing Home facilities that have caused widespread Nursing home failures and FHA insurance claims in Illinois.
FHA insured Healthcare properties do not operate in a vacuum. Market factors and nearby facilities will impact the creditworthiness of insured properties with the capability to define a primary and secondary market range around facilities, across state borders becoming an important tool for monitoring the condition of the existing portfolio, anticipating potential problem locations, reviewing underwriting standards in specific regions, and alerting Executive
FHA Management of losses that will have to be incurred in order to fulfill HUD’s mission analyzing the impact on the GI/SRI funds.
1.3 Constraints
The services identified in this SOW will adhere to the rules, regulations, laws, standards, and conventions identified by HUD as well as within the Federal Government.
