Government Response to Contractor Inquiries RFI/Sources Sought APP-H-2019-055

1. The incumbent, NCOA Services, originally developed the Benefits Check-Up and Financial Interview Tool. The version called the CBRIT that is linked to via Ibis’ RMA is very different from the BCU/FIT that is publicly available on the NCOA Website: https://www.benefitscheckup.org.

Response: The online tool currently linked via IBIS as well as publicly available via the NCOA website is a proprietary online tool owned by NCOA and is call Financial Interview Tool (FIT) and Benefit’s Checkup (BCU). They are not CBRIT which is the Online tool we are seeking through the contracting office.

2. Will NCOA Services continue to Host and Support/Maintain the CBRIT?

Response: The intent is for the successful CBRIT Contractor bidder to host, support, maintain and provide all the services requested in the PWS.

3. Or will the Contractor’s staff be required to Host and Support/Maintain the CBRIT? If so, could you share any technical specifics, such as the programming languages used, the database used, and the server-side environment?

Response: It is the responsibility of the bidder to be aware these types of technical requirements noted in this message. We expect any bidder to already understand and be aware of what would be needed to provide the requested service.

4. As a point of clarification, does the CBRIT web application need to be updated to support both English and Spanish?

Response: Yes, HUD would expect any updates to be in both English and Spanish versions.

5. Is the CBRIT in its current form 508 Compliant?

Response: There is no current version of CBRIT, the NCOA FIT/BCU online tool is 508 compliant
