About this file
This document contains a concept note template and instructions for a federal grant opportunity through the Strategic Partnerships for Advancing Research and Knowledge (SPARK) program, which is an addendum to the USAID Expanding Partnerships, Learning, and Research Annual Program Statement. The template requires applicants to provide information on the proposed project description and alignment with program priorities, institutional capacity, partnership and capacity strengthening plans, supporting documents including timelines and partner information, and a separate budget spreadsheet. Applicants must use the template to submit a concept note by the specified deadline for the opportunity, which aims to support research partnerships between institutions in low and middle-income countries and U.S.-based organizations on topics relevant to global development. Funding will be provided through a cooperative agreement under the USAID Development Partnerships for University Cooperation and Development federal grant program. Evaluation of concept notes submitted in the required format may lead to an invitation to submit a full application for funding under the initial $2.5 million obligation, with the potential for additional obligations up to $75 million over 5 years if additional funds become available.
