About this file

This document is a contract clauses and administrative procedures section for a Department of Transportation (DOT) federal contract.

The document incorporates standard Federal Acquisition Regulation (FAR) clauses by reference, including provisions covering personal identity verification, convict labor restrictions, service contract labor standards, combating trafficking in persons, payments, changes, and inspection requirements. Transportation Acquisition Regulations (TAR) clauses specific to DOT are also included, addressing contractor personnel security and agency access, strikes or picketing, accident and fire reporting, risk and indemnities, government obligation limitations, and contractor employee qualifications. The contract establishes NET-30 prompt payment terms, with monthly invoices submitted after deliverables are met. All payment submissions must be made electronically through the DOT's Delphi eInvoicing web portal (iSupplier module), which requires vendor registration through GSA Login.gov credentials and completion of a User Access Request (UAR) form. Invoices must include specific required information such as invoice number and date, contract and task order numbers, period of performance, amount billed by CLIN, cumulative totals, contact information for defective invoices, and travel expense breakdowns with receipts if applicable. Invoices must also include a contractor certification statement regarding supply and service delivery compliance and adherence to Equal Protection principles and federal anti-discrimination laws. Vendors must log into the iSupplier system every 45 days to maintain account activity, and waivers from electronic submission may be considered on a case-by-case basis. Primary vendor coordination contacts are Felicia Eberling and Henry Puppe at DOT.

Additionally, the agency POC will include the vendor name, purchase order (contract) http://www.login.gov/ numbers (or supplier number) and agency doing business with to complete and electronically submit the UAR for processing;
