About this file
Appendix C is an evaluation reference guidance document for proposers seeking to work with Register of Deeds or Clerk of Court offices, outlining the key criteria that will be used to score potential contractors. The document provides specific guidance on the attributes that evaluators will consider when assessing proposals, focusing on technical capabilities and organizational competence in document management and preservation services.
The guidance emphasizes five primary evaluation areas: demonstrated experience with multiple government record offices, robust quality control processes (including double-key indexing and image quality monitoring), preservation capabilities adhering to AIC standards, advanced retrieval software with pre-import image review functionality, and evidence of financial and operational stability to manage complex, multi-year projects. Proposers are advised that strong performance in these areas will likely result in higher evaluation scores, suggesting that a comprehensive and well-documented approach to record digitization and management will be most competitive.

• Proven track record with multiple Register of Deeds or Clerk of Court offices.
• Detailed quality control measures such as double-key indexing, dual inspection, and poor-quality image reporting tools.
• Preservation capabilities (in-house or subcontracted) with documented adherence to AIC standards.
• Advanced retrieval software to allow County staff to review images prior to final import.
• Strong evidence of financial and staffing stability to support multi-phase, multi-year projects.
