About this file

This is a Contract Safety Appendix C ("Low Risk") for Chant Equipment Calibrations (FY27-31) at Tinker Air Force Base.

The appendix establishes comprehensive safety requirements and standards that the contractor must implement and maintain throughout the contract period. The Commander's Safety Intent emphasizes that safety is the top priority for all personnel on Tinker AFB, with all individuals responsible for identifying, reporting, and correcting hazards. The "Speak Out for Safety" initiative empowers military, civilian, and contractor personnel to intervene when unsafe acts present imminent danger. The contractor must cooperate fully with all Government mishap investigations in compliance with Air Force Instruction (DAFI) 91-204, providing prompt verbal and written notification to the Contract Official Representative (COR) within one hour of any incident, including contract information, date, time, location, narrative description, cause, personnel involved, and corrective actions.

The contractor bears sole responsibility for compliance with all federal, state, and local laws, including OSHA standards (29 CFR 1910 and 1926), and must ensure personnel are adequately trained and qualified for assigned tasks. The contractor must develop and submit a written site-specific Safety and Occupational Health (SOH) plan to the COR for acceptance within 10 days after contract award. This plan must include an activity hazard analysis identifying significant hazards, designation of responsible safety personnel, pre-work reviews of hazard analyses for each worker, regular safety training, frequent compliance checks, daily quality control records documenting items checked and corrective actions, and an audit program including onsite inspection of subcontractors and mishap rate tracking. The contractor must also establish systems to identify and correct unsafe conditions and to report hazardous conditions beyond their control to the contracting officer or COR. Compliance requirements reference OSHA standards, DAFMAN 91-203, AFI 91-207, AFMAN 31-116, TAFBI 32-2001, and AFMAN 91-201.

Safety Requirements

A. Preface

1. Commander’s Safety Intent: The safety of everyone on Tinker AFB is our top priority. All individuals must accept personal responsibility for safety and seek opportunities for improving the safety of our collective work environment. Everyone working on Tinker AFB is challenged to find, fix (if able) and report all hazards and near misses. It is our shared duty to take every reasonable step and precaution to prevent accidents and preserve the health/safety of each Contractor and Government employee.
