About this file

This is a Written Response Packet for Invitation to Negotiate (ITN) 26-02 issued by the Florida Prepaid College Board for actuarial services supporting the Stanley G. Tate Florida Prepaid College Program. The Board seeks a qualified actuary to provide comprehensive actuarial analysis ensuring the statutory actuarial soundness of the prepaid fund and supporting plan pricing decisions. The ITN requires respondents to complete multiple tabs within the packet addressing minimum qualifications, organizational experience, scope of services, value-added services, and pricing. Minimum qualifications mandate that respondents assign a primary actuary who is a member in good standing of the American Academy of Actuaries with at least five years of relevant actuarial experience, with preference given to candidates with direct Section 529 qualified tuition program experience. The contract encompasses a ten-year term with years 1-5 as the firm commitment and years 6-10 as optional renewal periods. Core services include transition planning, annual planning meetings, quarterly data review and actuarial valuations, annual actuarial adequacy reports with surplus reconciliation and experience studies, annual plan pricing, assumption studies, and Board presentations.

Respondents must submit pricing on a lump-sum basis for core services across all ten years, with separate per-deliverable rates for additional services including actuarial adequacy reports, pricing reports, and assumption studies, and hourly rates for lead actuary, actuary/consultant, and analyst/support staff positions. The solicitation requires detailed disclosure regarding regulatory restrictions, litigation, conflicts of interest, criminal convictions of officers and employees, and compliance with Florida's convicted vendor and discriminatory vendor lists pursuant to Sections 287.133 and 287.134, Florida Statutes. Respondents must also disclose any state employee ownership interests and any prepaid college fund or Section 529 products marketed or sold by the firm or subcontractors. The packet requests comprehensive information about organizational structure, core service offerings, the proposed engagement team's qualifications and relevant project experience, quality-control procedures, client references, subcontractor roles, and data security and confidentiality practices. Additionally, respondents should address their current or planned use of artificial intelligence or machine learning technologies in delivering services and provide examples of actuarial analysis supporting significant strategic decisions for comparable clients.
