About this file

This document is a Lead Hazard Abatement and Healthy Homes Agreement between the City of Bridgeport acting through the Department of Health and Social Services, a contractor, and a homeowner, as part of the Bridgeport Lead Hazard Abatement and Healthy Homes Upon Need Program. The project involves lead hazard remediation and rehabilitation of a residential property, funded through a U.S. Department of Housing and Urban Development (HUD) grant. The agreement outlines the scope of work, which includes mitigation of housing-related health hazards and lead-based paint hazard risk reduction, to be completed within 60 days of construction start, with the contractor required to commence work within 10 days of the agreement date.

The financial terms include the City providing financial assistance to the homeowner, secured by a mortgage on the property, with a potential for full loan forgiveness after three years if specific conditions are met. These conditions include renting the property to extremely low or very low-income tenants, marketing to families with children under six, and providing tenants with a lead pamphlet. The total project cost and financial aid amount are to be specified in the agreement, with the contractor to be paid upon satisfactory completion of the work. The agreement includes detailed insurance requirements for both the owner and contractor, and establishes comprehensive provisions for project execution, including compliance with federal, state, and local regulations related to lead hazard control and healthy homes initiatives.
