About this file
This technical specification document is an appendix to Invitation to Bid (ITB) FM 24-377 issued by the City of Long Beach, California, for the procurement of five (5) current model Sullair 185 trailered air compressor units (designated units 14715, 14716, 14717, 14718, and 13203-1). The specification requires compressor trailers equipped with Caterpillar C2.2 49 HP turbocharged engines certified to Tier 4 Final emissions standards and CARB compliance. The units must deliver 185 CFM at a rated pressure of 100 psi with a pressure range of 80/125 psi, feature electric brake systems with emergency break-away protection, and include a 50-foot hose reel, enclosed toolbox, and silent operation capability. All equipment must comply with California Vehicle Code, California Code of Regulations, SAE Standards, Federal Motor Vehicle Standards, and Cal OSHA provisions. Successful bidders may propose "approved equal" items with written request submitted no later than seven (7) working days before bid opening, with City approval or disapproval provided within three (3) working days prior to opening. The specification requires submission of estimated delivery dates and payment terms with pricing broken down by vehicle cost, tire tax, delivery, and sales tax (10.25%).
The manufacturer must identify a single warranty and repair facility approved by the City of Long Beach within 25 miles of City Hall and provide a three-year warranty from the date the unit is placed in service covering defects in material and workmanship. Service must be provided within one working day of notification, with outside vendor repairs at manufacturer expense unless prior City approval is obtained. Bidders must supply complete operating and service manuals, electrical and hydraulic schematics, and parts manuals in CD format with each unit, along with serial number information for all major components. The City retains responsibility for defective parts labeling and storage, while the manufacturer assumes full responsibility for returning defective components to suppliers. Frame welding or cutting is prohibited unless the company is a certified body builder for the original equipment manufacturer. All components must be standard catalog items from major manufacturers, with the complete unit ready for service upon delivery.
