Accelerated Market Readiness Phase I White Paper Example

TITLE OF INNOVATION OR TECHNOLOGY

Identify Innovation Topic Area(s) Being Addressed (Contract/State Allocation) White Papers are limited to 6 pages excluding cover page

1. What is the transportation challenge being addressed?

INSTRUCTIONS: Describe why the proposed innovation is needed to address a current challenge in the transportation industry.

2. Provide a brief description of the innovation.

INSTRUCTIONS: Describe the proposed innovation to be tested/evaluated and how the innovation meets the objectives of the program; Discuss any existing or potential synergies with other technologies or innovations.

3. Describe how the innovation supports one of the innovation topic areas listed in Appendix C.

INSTRUCTIONS: Explain how the proposed innovation addresses the Department and FHWA strategic initiatives and national goals referenced in Appendix C of the BAA; Reference the points included in the BAA where applicable

4. How does the innovation produce a significant advancement to conventional practice?

INSTRUCTIONS: Explain how a more widespread use of the proposed innovation will advance the current practice when the innovation is market ready; connect the response to the Department and FHWA strategic initiatives and goals referenced in Appendix C of the BAA.

5. What is the national demand for the innovation?

INSTRUCTIONS: Describe any market research conducted about the proposed innovation that explains the current market place and anticipated market demand following inclusion in the AMR program. Explain whether the innovation is applicable in diverse settings (e.g., urban/rural, large and small states/regions, diverse climates and conditions) and identify any State DOTs or other transportation organizations that are committed to participating or partnering in the Work Plan for this proposal (e.g., field assessment and evaluation activities, inclusion on a transportation project, etc.)

6. What is the current Technology Readiness Level (TRL) for the innovation or technology? What TRL will the innovation or technology achieve after AMR activities? Support your answer.

INSTRUCTIONS: Indicate the proposed innovation’s present TRL with supporting explanation (e.g., provide a summary of a previously conducted TRL assessments or other evaluations that identify the status of the proposed innovation). Identify any operational parameters/conditions and any obstacles or challenges encountered in getting the innovation to a market-proven state. State the anticipated TRL achieved through the conduct of the AMR activities Refer to the FHWA’s Technology Readiness Level Guidebook as necessary.

7. What support has the innovation or technology received from other research-to-practice programs (e.g., Small Business Innovative Research (SBIR), National Cooperative Highway Research Program (NCHRP) Innovations Deserving Exploratory Analysis (IDEA), Exploratory Advanced Research (EAR))?

INSTRUCTIONS: Indicate and describe any previous resources and support the proposed innovation received though other programs (program, amount, timetable, what TRL was achieved as a result of this support).

8. What funding amount is being requested from the Accelerated Market Readiness Program?

INSTRUCTIONS: Provide a preliminary and summary level cost estimate to accomplish the technical approach described; identification of required non-Federal cost share (required for proposed allocations to a State or for assistance agreements).

9. Provide a brief outline of the activities to be completed with the funds, and describe how these activities will advance the market readiness of the technology. Include an estimated timeline to complete the work.

INSTRUCTIONS: Explain how the funding provided will advance the current status of the proposed innovation to a TRL of 7 or greater; although a detailed cost estimate and work plan is not required for the White Paper, outline the key activities, associated costs, and estimated time line to complete the activities.

10. Provide a brief outline of the risks associated with this innovation/technology deployment in the current state of development.

INSTRUCTIONS: Explain what risks/uncertainties are associated with advancing the current status of the proposed innovation to a TRL of 7 or greater.

11. If applicable - identify and describe any patented or proprietary items to be evaluated.

INSTRUCTIONS: Per the FHWA definition Patented or Proprietary Product: A product, specification, or process identified in the plans or specifications as a "brand" or trade name. However, it may also be a product so narrowly specified that only a single provider can meet the specification. A proprietary product must meet one of the conditions listed under 23 CFR 635.411(a) or (c) for Federal funds to participate in its use on a Federal-aid highway construction project.
