About this file

This is an appendix document outlining electronic transaction fee requirements for the Department of General Services (DGS) controlled procurements in Maryland, applied to a building trades contract for the Town of Emmitsburg. The contract involves furnishing and installation of electrical, plumbing, and HVAC systems, including a standby generator and sanitary sewer grinder pump system, for an addition to the Wastewater Treatment Plant at 16707 Creamery Road. Sealed bids are due by 4:00 PM on Tuesday, June 30, 2026, with a pre-bid meeting scheduled for Tuesday, June 16, 2026, at 11:00 am at the project site. Award is anticipated at the July 13, 2026, Mayor and Commissioners Meeting.

The contractor must remit an electronic transaction fee equal to one percent (1%) of the total invoiced amount for all sales made under the contract within forty-five calendar days after the end of each reporting period. The fee shall be calculated on the gross invoice amount less returns or credits and must be incorporated into the contract's unit prices rather than charged separately to customers. Payment must be submitted via ACH to the Comptroller or by check to the Department of General Services, Fiscal Services Division, accompanied by a Monthly Usage Report in Microsoft Excel format submitted simultaneously to dgs.statewidecontractsusagereport@maryland.gov. Failure to timely and accurately remit the electronic transaction fees constitutes default under the contract.
