About this file

This is an Appendix document outlining electronic transaction fee requirements for the Maryland Department of General Services (DGS) Handicapped Bus procurement. The contract involves the procurement of thirteen new 2026 handicapped commercial buses on a firm-fixed price basis. The appendix establishes mandatory financial reporting and payment procedures that apply to all DGS-controlled procurements, including statewide and agency-specific contracts.

The Contractor is required to remit an electronic transaction fee equal to one percent (1%) of the total invoiced amount for all sales made under the contract, calculated on the gross invoice amount less returns or credits. This fee must be submitted no later than forty-five (45) calendar days after the end of each reporting period via either ACH transfer or check payment to the Office of State Procurement at the Department of General Services Fiscal Services Division in Baltimore, Maryland. The Contractor must simultaneously submit a Monthly Usage Report in Microsoft Excel documenting all contract sales to the designated DGS email address. The contractor is prohibited from charging the electronic transaction fee directly to customers or identifying it as a separate line item on invoices; the fee must be incorporated into the contract's unit prices. Failure to timely and accurately remit the electronic transaction fees will constitute a material default under the contract. The appendix became effective in January 2026.
