About this file

This is an appendix document outlining electronic transaction fee requirements for the State of Maryland Department of General Services (DGS)-controlled procurements, including statewide and agency-specific contracts. The appendix establishes mandatory fee submission procedures and reporting obligations for contractors engaged in sales under state contracts, with an effective date of January 2026.

Contractors must remit an electronic transaction fee equal to one percent (1%) of the total invoiced amount for all sales made under the contract within forty-five (45) calendar days after the end of each reporting period. The fee is calculated on the gross invoice amount minus returns or credits and must be incorporated into unit prices rather than charged separately to customers or identified as a line item on invoices. Payment may be submitted via ACH transfer to the Maryland Comptroller's office with notation that the payment is for "DGS 1% Fee," or by check to the Department of General Services Fiscal Services Division in Baltimore. Simultaneously with fee payment, contractors must submit a Monthly Usage Report in Microsoft Excel format documenting all contract sales to the designated state email address. Failure to timely and accurately remit electronic transaction fees constitutes a material default under the contract.
