About this file
This is a Request for Information (RFI) for market research purposes regarding depot-level repair services for the C-130 AN/APN 241 Navigation Radar System.
The Government seeks to identify potential sources capable of repairing 32 components and subassemblies associated with the C-130 AN/APN 241 system, including Navigator Indicators, Radar Control Panels, Receiver-Transmitter Processors (RTP), antennas, power supplies, chassis units, transmitters, receivers, reference sources, and upconverters. The components are identified by specific National Stock Numbers (NSNs) and part numbers. Currently, Northrup Grumman Systems Corporation (1LTU5) is the sole known source performing repairs under contract FA8538-16-D-0014 (RMC/RMSC code R3/R). The Government does not own repair data or data rights and has determined it uneconomical to reverse engineer the data, qualify new sources, or purchase data rights. Contractors must furnish all materials, support equipment, tools, test equipment, and services while maintaining quality standards equal to or exceeding original specifications. Repair services must include obsolete parts resolution and engineering support for Deficiency Reports and Material Improvement Projects (MIPs), with systems meeting form, fit, function, and interface requirements per Technical Orders 1C-130H-2-34JG-40-7 and 12P1-2APN241-9-1.
Responses must be submitted by July 24, 2026, via email to Michelle Holmes (michelle.holmes.2@us.af.mil) or Caiveon Thomas (caiveon.thomas@us.af.mil). The survey requires business information including CAGE code, facility capabilities, relevant past contract experience, specific AN/APN-241 repair experience, classified material handling capabilities, monthly repair capacity, configuration management processes, obsolescence resolution procedures, inventory management systems, and warranty/return processes. Both large and small businesses are encouraged to participate, and teaming or joint venture arrangements are permitted. Participants should identify work areas suitable for small business set-asides. The RFI explicitly states that participation does not guarantee future contract awards and responses will not be reimbursed as proposal costs.
