About this file
This document is an Administrative Policy Manual (APM) issued by the City of Miami's Department of Procurement, dated March 26, 2019, with Policy Number APM-2-19. The policy aims to eliminate the process of curing irregularities in documents submitted for various procurement solicitations, including Requests for Qualifications (RFQs), Requests for Proposals (RFPs), Requests for Letters of Interest (RFLIs), Invitations for Bids (IFBs), Invitations to Bid (ITBs), Invitations to Quote (ITQs), and Requests for Sponsorship (RFS), effective May 6, 2019.
The policy establishes guidelines to streamline and improve the procurement solicitation process by removing the ability of proposers and bidders to cure deficiencies, deviations, irregularities, omissions, and/or technicalities in submitted documents. Currently, the Department of Procurement allows proposers and bidders to correct certain issues, but this practice causes significant delays in the formal solicitation process. The new policy mandates that proposals and bids with material deviations or non-responsive elements will be eliminated from the evaluation and selection process. The City will not consider curing any proposal or bid that fails to meet minimum qualifications or submission requirements, and material deficiencies that provide an unfair advantage or substantially deviate from the solicitation's requirements will result in automatic disqualification.
