The SaaS platform must be commercially available, web-based, and able to be accessed by government computers without additional software installation. API is interested in the vendor's data capabilities, SaaS platform, pricing, training, data protection, and ability to provide data analysis and visualization support services. Responses to the 11 questions provided are requested by 10:00 am EDT on October 4, 2024.

Integrated Commercial / Defense Data Mining Request for Informa on
I. GENERAL.
1. Background.
1.1. The Organiza on. The Acquisi on Policy & Innova on (API) Directorate is an organiza on within the Office of the Under Secretary of Defense (Acquisi on and Sustainment) (OUSD(A&S)) subordinate to the Assistant Secretary of Defense (Acquisi on) (ASD(A)) and the Director, Defense Pricing, Contrac ng, and Acquisi on Policy. API delivers mely access to accurate, authorita ve, and reliable acquisi on data to the Defense Acquisi on Community, the USD(A&S), the Defense Acquisi on Execu ve and Component Acquisi on Execu ves and leaders, and USD(A&S), Services, Agency, and Component analysts, facilita ng program oversight, accountability, and decision making for the Department of Defense’s (DoD, the Department) por olio of major programs. API manages the statutory and regulatory repor ng, assessment, and oversight requirements of the Department for program data across all Acquisi on Pathways.
1.2. The Need. API is sponsoring a follow-on indefinite delivery – indefinite quan ty (IDIQ) contract or Blanket Purchase Agreement (BPA) to contract HQ0034-20-D-0002 for data mining pla orm licenses and related analy cal services. Addi onal public informa on regarding contract HQ0034-20-D-0002 can be found at h ps://www.usaspending.gov/. API an cipates that government en es across the Department will place orders for licenses and analy cal services under the IDIQ/BPA. API is seeking a firm with an exis ng, standardized, normalized, curated, and longitudinally accurate group of DoD-relevant datasets, integrated and available in a mature, web-based, licensable So ware-as-a-Service (SaaS) pla orm to enable data analysis and analy cs. The data sets must be already in possession of or under the control of the vendor
– the government will not supply the data. The data sets should link, not just contain, budget, contrac ng, grants, and spending data. The Pla orm must be able to ingest and link publicly available Federal and DoD data sets with commercial data sets to create a clear view of the government, US and interna onal defense and technology industries, university, and research center/laboratory landscape, forming the founda on upon which more advanced analysis may be implemented. This data could support market research, supplier ra onaliza on, industry-specific small business and socio-economic goal analyses, supply chain risk assessments, labor market analyses, rare earth minerals sourcing analysis, commodity and u li es assessments, etc. API requires an available commercial solu on that is "ready to use straight out of the box," or can be quickly tailored to meet API’s requirements without addi onal government expense.
1.2.1. Objec ves. The datasets and SaaS pla orm will facilitate answering ques ons such as:
What companies are entering or leaving the market that are relevant to my defense program?
Are mergers and/or acquisi ons impac ng my program? Crea ng organiza onal conflicts of interest? Are there Commi ee on Foreign Investment in the United States concerns?
What is the na onal/regional/local labor supply for skills cri cal to my program?
Are there single points of failure or choke points in the supply chain(s) suppor ng my defense program?
Upstream in the supply chain, are suppliers procuring items such as electronic components from prohibited foreign sources?
Are vendors in the supply chain on or affiliated with sanc oned companies by the Office of Foreign Assets Control of the US Department of the Treasury?
Are Execu ve Order 14005 and the Buy American Act being implemented throughout the supply chain?
How do my prices paid for products and services compare to the commercial market?
Are there shortages or risks in the cri cal materials or cri cal minerals that my program’s suppliers are dependent upon?
Is my program compe ng with other defense programs for cri cal components or capacity from a supplier(s)?
1.2.2. Focus areas to be linked include:
• Human resource management;
• Financial management;
• Supply chains, logis cs, and supply chain risk;
• Small business and socioeconomic program status;
• Defense systems suppliers and supplier rela onships;
• Federal and defense acquisi on and procurement;
• IT business systems;
• Cyber defense; and,
• Health care management.
2. Informa on Requested. Please answer the following ques ons to support our market research efforts. Please limit the length of each response to the minimum necessary, generally one-half to one page per numbered ques on. If your company cannot affirma vely respond to ques ons 1 and 2 below, please consider carefully whether an RFI response is merited.
II. QUESTIONS.
1. Does your company currently have a collec on of recent and relevant data (data less than ten years old) that can support analyses related to API’s objec ves and focus areas? Explain the datasets available, sources, amount of data available, frequency of updates, efforts underway to gather addi onal data, and data quality. Differen ate between commercial datasets and DoD datasets, and whether the datasets are publicly available, commercial, and/or restricted in some way that will limit government use.
2. Does your company have a current SaaS pla orm capable of querying the data referenced in ques on one? Is this pla orm a commercially acquired pla orm, a commercially acquired pla orm tailored for your company’s use, or an independently developed/company owned proprietary pla orm? Is the SaaS pla orm a web-based applica on that can be accessed by any government computer without installa on of so ware on the government computer?
3. Please provide your company informa on including: Company Name and Address, Unique En ty ID, CAGE code, socio-economic program iden fiers, and points of contact. If your company is an 8(a) firm, include your an cipated date of gradua on from the 8(a) program. Please provide your small business size standard for NAICS Code 513210.
4. Do you have a GSA contract or Governmentwide Acquisi on Contract available to the DoD under which your SaaS pla orm license and analy cal support can be purchased? If so, please provide the contract number and complete contact informa on for the government contrac ng office.
5. Do you have commercial or government pricing informa on for your SaaS pla orm license and analy cal support that you can share?
6. Have you developed web-based user training on the pla orm and datasets? Other training delivery methods? Describe.
7. Are your datasets stored on a Department of Defense Impact Level (IL) 5 FEDRAMP authorized cloud storage capability or other cloud approved for IL5 data? If so, where? If not, when?
8. Please describe your company’s ability to deliver data analysis support services, providing subject ma er exper se, data analyst, and data scien st support to perform for or assist DoD offices with maximizing the datasets using the SaaS pla orm. Are experts available that can develop standard or custom queries to deliver ad hoc or recurring data products quickly?
9. Please describe your company’s ability to deliver detailed, in-depth, longer term data visualiza on support, including the custom development of tailored applica ons to leverage available datasets to support defense decision-making.
10. Please describe how your SaaS pla orm could be tailored to accept DoD non-public, controlled unclassified informa on (CUI) data and analyze that data in concert with your commercial and public data, to enhance analy cal capabili es for the DoD user. How would you protect the DoD non-public CUI data? How would you prevent its integra on with your company-owned/managed data? How would you prevent DoD non-public CUI data from being leveraged by your company for uses unrelated to this requirement? How would your End User License Agreement change if DoD non-public CUI data was provided?
11. Please provide 1-3 vigne es, approximately one-half page each, explaining 1) a problem needing solved or ques on needing answered, related to an item in 1.2.1 above 2) how the dataset, pla orm, and analysts were used to solve the problem/answer the ques on, and 3) the measurable impact to the supported organiza on.
