About this file
This document is a Request for Proposals (RFP) issued by the Agency for Persons with Disabilities (APD) in the state of Florida to competitively procure a contract with a nonprofit organization for a statewide dental services program for individuals with developmental disabilities. The RFP seeks a mechanism for APD clients to request dental care, receive authorization for treatments, and access dental services from licensed dentists located close to the clients. The contract term is for 5 years with options to renew up to 5 additional 1-year periods. The program must act as a payor of last resort and not duplicate dental treatments covered by Medicaid, Medicare, or private insurance. Respondents can partner with for-profit organizations to provide elements of the program.
The RFP requires the selected respondent to have an established network of dental providers, provide dental care coordination, operate a customer communications center, implement fraud prevention and disaster recovery measures, and maintain an electronic health record system. Pricing is structured with a fixed rate for maintenance/enhancement, onboarding/enrollment, and a cost-reimbursable model for care coordination and non-emergency transportation. The RFP specifies client eligibility, service requirements, staffing qualifications, deliverables, and respondent responsibilities. Proposals are due on February 5, 2024 and the anticipated contract start date is March 1, 2024.

It will be the Respondent’s responsibility to take the appropriate legal action in response to the demand and to defend its claims of confidentiality. If the Respondent fails to take appropriate and timely action to protect the materials it has designated as Confidential Information, the Agency will provide the unredacted materials to the requester.
By submitting a Proposal, the Respondent agrees to protect, defend, and indemnify the Agency for all claims arising from or relating to the Respondent’s determination that the redacted portions of its Proposal are Confidential Information. If a Respondent fails to submit a redacted copy in accordance with this section, of information it claims is Confidential Information, the Agency is authorized to produce the entire material submitted to the Agency in response to a public records request for, or demand for discovery or disclosure of, these records.
