Food Service

• Full Food Service (FFS): ASC FFS contracts are effectively a turnkey operation. The government provides a dining facility with décor package, kitchen equipment, expendable and durable items (knives, bowls, cutting boards etc) and a limited stockage of expendable items. The contractor is responsible for hiring and training all personnel to run the dining facility. Example staffing includes dining facility managers, cooks, servers, dish washers, table cleaners, head count, rations, administrative staff, HR managers, supply managers and project managers. The contractor is responsible for purchasing cleaning supplies, expendable supplies, broken or lost durable items

(sheet pans, bowls, utensils etc).

• Dining Facility Attendants (DFA): These dining facilities are managed and operated by military personnel. The Contractor is responsible for providing janitorial-type services to include sweeping, mopping, scrubbing, trash removal, dishwashing, waxing, stripping, buffing, window washing, pot & pan cleaning, and other sanitation related functions. The contractor is responsible for supplies for their employees to accomplish their job such as dishwashing detergent, soap, paper towels and toilet paper.

• Cook Augmentation: New requirement. Due to the ARSTUC reduction of 92Gs (military cooks), the government is asking contractors to provide a fixed number of employees to augment military cook staffs. Military is responsible for key positions in DFAC (manager, rations, administration, shift supervision). This requirement is added to either the DFA contract or the FFS contract depending on the contract scope and the location of the contract.

Logistics Civil Augmentation Program (LOGCAP)

U.S. Army Sustainment Command

5 June 2025

Mr. Jim Coffman

Executive Director, Acquisition Integration and

Management Directorate

LOGCAP Industry Engagement – Intent

LOGCAP Industry Engagement Day is a key initiative to foster a strong, positive working relationship between the U.S. Government and industry leaders. We aim to build a collaborative environment where we can work together to explore and shape the future.

Technology / Innovation

• Emerging Technologies: What AI/automation technologies are you actively exploring for implementation in the next 1-3 years, and how could these impact Army logistics?

• Impact of Technology: Have recent technology implementations (including AI) demonstrably improved operational speed, supply chain efficiency, or support capabilities?

• Adoption Challenges: What are the primary obstacles hindering the adoption of new technologies within your organization?

• LOGCAP & Innovation: Does the LOGCAP program structure present any challenges to integrating and deploying advanced technologies?

• "Blue Sky" Innovation: If resources were unlimited, what transformative technology application would you implement to revolutionize operations supporting programs like LOGCAP?

• Encouraging Innovation: How can the Army best incentivize industry to proactively develop and propose efficient, effective solutions?

Technology Data Decision Making

• Data Needs for Cost Efficiency: What specific data access or information would enable you to deliver more cost-efficient solutions for rapid mission execution?

• Data Quality & Standardization: Given that USG data can lag market advancements, what existing standardization capabilities could improve data efficiency and interoperability?

• AI & Data Analytics: Have you adapted AI-driven data analytics to align with USG needs for trend identification, risk assessment, and performance optimization?

Partnerships

• Initiating Partnerships: Share your approach to identifying potential partners? What key factors do you consider when evaluating a new partnership?

• Value of Collaboration: What are some of the most significant advantages you've realized through collaboration with other vendors on projects?

• Key to Success & Structure: What are the critical elements that contribute to a truly successful and long-lasting partnership? What does 'success' look like from your perspective?

• Thinking about proposal development and execution, how do you structure partnerships to ensure everyone is aligned on goals and responsibilities?

• Challenges & Mitigation: What are some of the common hurdles you've encountered when working with other vendors, and what strategies have you found helpful in overcoming those challenges?

Sustainability

• Future Outlook: From your perspective, what are the key trends shaping the defense industrial base regarding long-term supply chain health and resilience? What opportunities and challenges do you see emerging in the next 3-5 years?

• Resilience & Risk Management: How is your company proactively building resilience into its operations and supply chains to mitigate the impact of potential disruptions – whether economic, environmental, or geopolitical? What specific strategies are you employing?

• Mission Impact & Diversification: In the event of significant disruption, how confident are you in your ability to maintain critical support to the mission? What level of diversification – in sourcing, manufacturing, and workforce – do you believe is necessary to ensure continuity of operations?

• Challenges: From an industry perspective, what are the key challenges in consistently delivering reliable and sustainable support under the LOGCAP contract, particularly regarding challenges with workforce availability, cost, real-world events, etc.?

Talent Landscape: Skills for 2030 and Beyond

• Emerging Skills & Value: As we look towards the future of LOGCAP, what technical and non-technical skills are becoming increasingly critical for success? Beyond traditional logistics expertise, what new capabilities are companies actively seeking?

• Skills at Risk & Filling the Gap: Conversely, what skills are becoming less relevant, or are proving increasingly difficult to find in the current talent pool? What strategies are you employing to reskill or upskill your existing workforce to address these gaps?

• Future Disruptors & Preparation: Looking 5-10 years ahead, beyond the current technological advancements, what single external factor – whether geopolitical, economic, demographic, or regulatory – do you anticipate will have the most significant impact on the defense logistics industry? What proactive steps is your organization taking to prepare for that future?
