INTRODUCTION:
THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Joint Program Executive Office for
Chemical, Biological, Radiological, and Nuclear Defense (JPEO-CBRND), Joint Program Manager Special
Operations Forces (JPM SOF) through Army Contracting Command – Aberdeen Proving Ground (ACC-
APG), Natick Contracting Division (NCD), to conduct Market Research in accordance with FAR Part 10.
DESCRIPTION:
The JPEO-CBRND has a requirement for All-Purpose Personal Protective Equipment Modernization (AP-
PPE Mod) ensembles. The AP-PPE MOD garment provides protection for SOF military personnel from
Chemical/Biological (CB) contaminants when worn as part of a total CB ensemble comprised of overgarment, hood, and footwear. The AP-PPE MOD design is an improvement of the now phased out
AP-PPE legacy protective suits which was primarily fabricated with Gore static CB protective Selectively
Permeable Material (SPM) laminate. The SPM laminate is the only National Fire Protective Association
(NFPA) 1994 class 3 certified CB semi permeable fabric currently in the marketspace. The fabric is breathable and reduces the thermal burden of responder during operation while providing protection against liquid, vapor, and particulate CBRN agents. NFPA establishes requirements for protective ensembles and ensemble elements to safeguard emergency first responder personnel from chemicals, biological agents, and radiological particulates (CBRN) terrorism agents. The new, AP-PPE MOD, garment consists of a coverall with attached hood. The one (1) piece coverall is fabricated primarily with 2 Gore materials: a CB protective stretch laminate-Ultra Barrier (UB) nonpermeable material as well as the CB protective static SPM laminate. The Gore Ultra Barrier Stretch laminate is used in the hood, back torso, back waist, above the knee and behind the knee. The static SPM laminate material is used in the front torso, sleeves, inner sleeve cuffs, upper legs, lower legs, and inner ankle cuffs. Nonprotective base fabric static material is used as the secondary layer in the knees, elbows, pockets, and wrist tabs. The garment has tabs at the wrist and ankle as well as belt loops that accommodate typical military utility belts, to aid in the conformal design of the garment. A separate belt is included with the garment. The design also features protective closures at the front torso (don/doff) and front waist (horizontal waste relief).
Pockets are located on both arms and legs.

The AP-PPE Modernization effort was designed by the Department of Defense, and technical drawings and garment patterns of the training AP-PPE Mod would be made available as Government Furnished
Information to the awardee of any pursuant contract or Delivery Order that could result from the maturing efforts of this market research. The specific chemical and biological protective materials (Gore
& Associate Inc: Eagle Laminate-static, Falcon laminate-stretch, seam tape and seam tape pretreatment) will be provided as Government Furnished Material (GFM). The Contractor would be responsible for the manufacture or procurement of all other components (sipper, Velcro, thread etc.), assembly of components, packaging, and shipment of full systems to various Continental US Government locations.
SUBMISSION OF RESPONSES:
Responses shall include specific details regarding the ability to provide the required manufacturing capabilities to meet the needs of the Government.
Responses are not to exceed five (5) pages. Responses shall be in electronic format. Response to this RFI should include the following
• A cover page for the response shall be included. The cover page shall include the company name, address, CAGE Code, Business Size Status for the North American Industry Classification
System (NAICS) code of this notice and points of contract (names, email, and telephone numbers) at a minimum. The cover page is not considered in the total page count.
• A brief but clear explanation of your capabilities related to the manufacture of this requirement.
• The average number of units per month currently produced for any similar products.
• Projected minimum and maximum number of units per month, production capacity, and the first month when this production capacity could be achieved.
• The time required to obtain critical components.
• Intended manufacturing location and maturity level of intended manufacturing capability.
• Packaging, handling, and shipping capabilities & procedures.
• Rough order of magnitude (ROM) unit price to include step ladder pricing for large and smaller volume quantities.
• Partners and/or subcontractors that may be utilized to complete an effort of this degree, including a brief explanation of the capabilities they bring to your team. Note the ability of small business to accomplish at least 50% of the work.
• Describe an effort that your company has completed (state date of completion) or are currently working that is similar to this requirement (include Government contract numbers, if applicable).
• Any current or previous experience and/or certifications as a prime or subcontractor to utilize
W. L. Gore materials.
JPEO-CBRND will accept only electronic unclassified submission of responses. Telephone responses will not be accepted. Responses shall be sent to andrew.j.richard12.civ@army.mil and jason.g.papadopoulos.civ@army.mil with the subject line RFI – Notice ID #. All responses shall be unclassified and submitted no later than 5:00PM EST on 28 March 2025.

The Government will not release any information marked with a proprietary legend received in response to this notice to any firms, agencies, or individuals outside the Government without written permission in accordance with the legend. Please be advised that all submissions become Government property and will not be returned. Phone calls will not be accepted.
