About this file
This document is an RFI questionnaire related to a forthcoming Request for Proposal (RFP) for the AOS Storm Spacecraft Study procurement by NASA Goddard Space Flight Center. The RFI requests information on the offeror's recommended spacecraft, including dimensions, mass, heritage, mission compatibility, integration and testing, launch compatibility, and operations capabilities. Offerors are also asked to provide a rough order of magnitude pricing and implementation schedule. This RFI is not for proposal submission, but rather to provide NASA feedback on the viability and risks of the mission requirements to inform the future RFP development. The anticipated RFP release is July 29, 2024 with an offer due date of August 29, 2024. The procurement will be a full and open competition for a Firm Fixed Price definitive contract. Respondents may choose to submit the completed questionnaire rather than a proposal.

AOS-Storm Spacecraft Questionnaire
pg. 1
Instructions:
To respond to the AOS-Storm spacecraft Request for Information (RFI) in lieu of a Request for Proposals (RFP) response, offerors shall complete the following questionnaire for each Spacecraft (SC) solution.
All applicable documents are forthcoming as attachment B through G of the RFP to be released after this synopsis.
Document Number Title Attachment B AOS-Storm Spacecraft Requirements Document (SRD) Attachment C Radiometer Interface Requirement Document (IRD) Attachment D Launch Services Interface Description Document (LSIDD) Attachment E Mission Operation Requirement Document (MORD) Attachment F Goddard Operation Requirement Document (GORD) Attachment G SE & SMA Vendor Practices
Terminology:
“Spacecraft” or “SC” refers to the spacecraft bus with no payloads. A “payload” or “PL” is the space-borne hardware and software components of a scientific instrument (including any appendages such as booms and antennas if applicable) supplied as Government Furnished Property (GFP) from NASA. PL suite is the complete set of PLs. “Observatory” or “OBS” is the SC integrated with the PL suite. “Prime Contractor” or “Prime” refers to the company in charge of overseeing the completion from start to finish. “Subcontractor “or “Sub” refers to a company that performs part or all of the obligations of another company’s contract.
pg. 2
1. Tell NASA about your recommended/offered SC:
a. Provide enveloping dimensions (in cm) and mass (in kg) and provide a brief description in words. may attach a datasheet, interface description document (IDD) or interface control document (ICD), brochure/marketing information, which will not count against the description word limitation.
X dimension (cm) Y dimension (cm) Z dimension (cm) Mass (kg)
Limit the description to 200 or fewer words
2. Has the SC identified in response to Question 1 had any ‘significant’ system modifications or changes since the last flight that established flight heritage?
‘Significant’ means any configuration change to form, fit, function, or software that affect an item’s specification, interchangeability, interfacing, reliability, safety, or materially changed mass, schedule, or cost.
a. If ‘yes’ then identify any such ‘significant’ changes and describe the verification of the changes or the plan to verify the changes.
Limit the narrative to 200 or fewer words
3. Verify that your SC can accommodate the NASA-provided payload (e.g., mass, volume, power, pointing, data volume) – see the NASA-provided instrument Requirement document (IRD), attachment C of RFP Package.
Limit the narrative to 200 or fewer words; tables, graphs, and diagrams do not count against narrative word limitation
4. Verify that your recommended SC can meet NASA’s AOS-Storm mission requirements, e.g., orbital environment, lifetime, delta-V/formation flying, operational availability.
Limit the narrative to 200 or fewer words; may include pointers/links to external references
a. Are any changes to your SC required to satisfy the AOS-Storm mission requirements? If so, briefly describe them.
5. Do you perform OBS integration and test (OI&T)?
a. If ‘yes’ then describe your nominal OI&T process and environmental test flow.
6. Verify compatibility with NASA’s nominal AOS-Storm launch scheme – see NASA’s launch services interface description document (LSIDD), attachment D of RFP Package, as a reference – or describe your alternative.
pg. 3
7. Do you perform mission operations?
a. If ‘yes’ tell NASA about it, e.g., operations services, mission operations center
(MOC) access, automation, ground network, data delivery, FCC spectrum allocation/licensing.
8. Tell NASA about the heritage of your recommended SC. Provide information about two missions using your SC that are most similar to what is appropriate for AOS- Storm.
a. Mission #1: List the mission, customer and/or customer type, orbit parameters, date of launch, and days operating on orbit. May include narrative.
Mission #1 Name:
Customer: Orbit Parameters:
Date of Launch: Days On Orbit:
Narrative [50 or fewer words]
b. Describe achieved on-orbit operational availability, including downtime for planned (e.g. maneuvers) and unplanned (resets, Safe Mode, recovery) events.
c. Describe any ‘significant’ on-orbit anomalies and their resolution.
Mission #1 anomalies and resolution [200 or fewer words]
d. Mission #2: List the mission, customer and/or customer type, orbit parameters, date of launch, and days operating on orbit. May include narrative.
Mission #2 Name:
Customer: Orbit Parameters:
Date of Launch: Days On Orbit:
Orbit parameters: Days on orbit Narrative [200 or fewer words]
pg. 4
e. Describe achieved on-orbit operational availability, including downtime for planned (e.g. maneuvers) and unplanned (resets, Safe Mode, recovery) events.
f. Describe any ‘significant’ or-orbit anomalies and their resolution.
Mission #2 anomalies and resolution [200 or fewer words]
9. Provide a rough order of magnitude (ROM) price for the SC, OI&T (or include OI&T support if not providing OI&T; including launch site support), and ops (if applicable), or alternatively a total price for the full scope of offered work. Note your small business classification if applicable.
Work Package: ROM Price:
SC
OI&T (includes launch site support) Mission Operations Small Business Classification
10. Provide a rough estimate of the flight implementation schedule from contract Award to completion of spacecraft I&T, Observatory I&T, and commissioning and operations (as applicable).
