J-wide Fingerprint RFI Q&A

Q&A ATTACHMENT
QUESTIONS AND ANSWERS WORKSHEET FOR AOUSC JUDICIARY-WIDE FINGERPRINT PROGRAM (RFI #AO-PMD200021)
#DateIndustry's QuestionGovernment's Response
110/28/19Please expand on Workflow Diagram 2: a) How is the data transmitted from the Court Workstation, AOHR Workstation, and Hard Card Scanning to the Web Solution?
b) Does the Web Solution need to provide APIs for the workstations to integrate for submission of captured prints?Diagram 2 illustrates the workstations that have scanners attached to them through a universal serial bus (USB) or high-definition multi-media interface (HDMI) port that requires physical scanning of fingerprints, which then transmits the data through the Data Communication Network (DCN) to the Judiciary cloud-based, central repository for maintaining scanned records. The Judiciary does not have a preferred method for transmitting the captured prints into the repository.
210/28/19Kindly address this sentence: “Device(s) proposed by interested Vendors shall allow Court Units to transmit data through secure means to the command center at the AO, using various computer devices (e.g., Apple iPad, Mac, Dell).”
What type of data does the AO expect to transmit to the command center using Apple iPad and Mac computer devices?Vendors shall propose a device(s) that can securely transmit data through a Judiciary computer or laptop using a USB or HDMI cable, to the proposed web application to the AO's central repository. The Judiciary requires the Vendor to pose an application that establishes specific applicant-data, including a profile, demographics, and fingerprints. All data is transmitted through the Judiciary computer or laptop to the application and then to the central repository.
310/28/19Can the AO describe the expected uses of the tablets and computers such as Apple iPad, Mac and Dell?Vendors shall propose a device(s) that can securely transmit data through a Judiciary computer or laptop using a universal serial bus (USB) or high-definition multi-media interface (HDMI) cable, to the proposed web application to the AO's central repository. The Judiciary requires the Vendor to pose an application that establishes specific applicant-data, including a profile, demographics, and fingerprints. All data is transmitted through the Judiciary computer or laptop to the application and then to the central repository.
410/28/19Can the AO please clarify what the “proposed devices” are in the statement, “The proposed devices must be easily and quickly accessible, and be accompanied by a universal serial bus (USB) connector for computer accessibility”?Vendors shall propose a device(s) that can securely transmit data through a Judiciary computer or laptop using a universal serial bus (USB) or high-definition multi-media interface (HDMI) cable, to the proposed web application to the AO's central repository. The Judiciary requires the Vendor to pose an application that establishes specific applicant-data, including a profile, demographics, and fingerprints. All data is transmitted through the Judiciary computer or laptop to the application and then to the central repository.
510/28/19What is the expected or desired format of the “billing information” that is to be attached to the fingerprint submission?Billing is determined by the investiation type (i.e., government or non-government applicants) and PSG determines the appropriate investigation. REMOVE: The Vendor’s web-based solution shall meet fully operational status in order to meet acceptability, which is defined as the AO being able to receive acceptable fingerprints, tracking of the requests per PSG’s requirements, attaching billing information, transmission to DOJ/Civil Applicant System (CAS), and has passed the AO’s IT Security review.

REPLACE WITH: The Vendor’s web-based solution shall meet fully operational status in order to meet acceptability, which is defined as the Judiciary being able to receive acceptable (i.e., clear and legible prints, completed profile and demographic fields) data, track transmitted data, route applicant data to the central repository. The Vendor’s web solution shall be formatted in a way that is acceptable to the DOJ/Civil Applicant System's (CAS) standards and that passes the AO’s IT Security review. AO’s IT Security review may take up to 2 weeks in order for the awarded Vendor to obtain application compliance and security, which shall be considered and built within the draft schedule.

6 10/28/19 What are the “AO’s IT Security Review” requirements? The Judiciary requires a full assessment for vetting Vendors' proposed IT software, including: - Pre-production internal and external scans on production servers and public-facing servers (i.e., vulnerability assessment),

- Post-production, a comprehensive security assessment will be performed against management, operational and technical controls, and

- Quarterly continuous monitoring vulnerability scans

710/28/19Currently OPM records require ten-print fingerprint images consisting of 14 fingerprint images: 10 individual roll prints and 4 flat prints. CAS records require only flats images, which consists of 4 images, all flat. If AO US Courts intends to take fingerprints only once and create both CAS and OPM CAS records, will AO US Courts take both flats and rolls for every fingerprint enrollment so that the necessary fingerprints are available for submission under both of these configurations?Yes; the Judiciary will require the Vendor's proposed device(s) to be able to record both flats and rolls to create both records.
810/28/19The use of Apple MacOS and iPad OS for enterprise level biometric capture and processing is an unusual requirement for US Government operations. A web-based application can be used to conduct administrative tasks such as editing existing records, copying records, or modifying system settings regardless of operating system since it is done simply by using a brower and is not dependent on the computing device’s OS. However, fingerprint enrollments are typically done using a windows-based PC workstation. Is this level of functionality for Apple devices acceptable?Vendors shall propose a device(s) that can securely transmit data through a Judiciary computer or laptop using a universal serial bus (USB) or high-definition multi-media interface (HDMI) cable, to the proposed web application to the AO's central repository. The Judiciary requires the Vendor to pose an application that establishes specific applicant-data, including a profile, demographics, and fingerprints. All data is transmitted through the Judiciary computer or laptop to the application and then to the central repository.
910/28/19Please expand on the scope of this project in regards to the following: a. Current number of locations operating

b. Quantities, models, age of scanners for reuse

c. Anticipated location expansion

d. Anticipated new scanner unit deliveriesThere is approximately 450 Court Units across the Judiciary that will require a minimum of two (2) devices per Court Unit and either an Enterprise licensing solution or individual user licenses (not to exceed 1,000). The Judiciary has approximately 200 Guardian LiveScan model #s 200, 300, 500, and 1500, which were purchased between 2012 and 2019. The Judiciary's intent is to provide up to two (2) scanners per Court Unit without any immediate need to increase this number or send to other locations outside the Judiciary. The Judiciary anticipates new scanners to be ordered and delivered at a minimum of 50 orders per year, but no more than 400 in a year, not to exceed 1,000 for the life of the contract.
1010/28/19Can the Administrative Office confirm the listed scanner Crossmatch 1500 is accurate? To our knowledge Crossmatch did not produce a 1500 model scanner. The Judiciary has approximately 200 Guardian LiveScan model #s 200, 300, 500, and 1500.
1110/28/19Since Fingerprint Scanner Drivers are not native to Windows nor universal, what are the Administrative Office’s expectations?

a. Are scanner drivers already installed on existing operational computers?

b. Will the agency pre-install the scanner drivers (e.g. via GPO configuration) or will the appropriate user rights be granted so the vendor’s web portal will be able to install the scanner drivers onto the user’s computer? No; the Judiciary's current fingerprint solution is a stand-alone, machine-based equipment. No; the Judiciary's IT Security Personnel will be responsible for the installation of any required software.
1210/28/19Would the vendor be able to specify the supported web browsers (especially for web-based fingerprinting operation)? For example, Google Chrome (most popular browser). The Judiciary currently does not support the compatibility of one specified web browser as Court Units have varrying standards. Therefore, the Vendor will be required to provide a web solution that can be accessed via multiple web browsers.
1310/28/19Would the subject initiate the transaction by creating their own account and the AO staff continue the transaction to capture fingerprints and submit the transaction? No, the Court Units will initiate the applicant's (e.g., subject) data.
1410/28/19What Device Management software is currently being utilized by the AO to control the LiveScan devices? The Judiciary does not use a device management software. The Judiciary manually updates, monitors, and controls the current LiveScan devices.
1510/28/19Can the AO provide details regarding the number of devices by location? The Judiciary currently has approximately 200 LiveScan devices located at 111 locations both CONUS and OCONUS.
1610/28/19Will consideration be made to: (1) requirements that include provisioning fingerprint submissions to accommodate the Federal Bureau of Investigation’s (FBI’s) Rap Back service? No, the Judiciary does not require the FBI's Rap Back Services at this time, and therefore, this provision will not be considered.
1710/28/19Will consideration be made to: (2) a managed service operational model that reduces the cost of up-front hardware procurements? No, the Judiciary's requirement is for operational services to be managed by the Judiciary's Personnel, and requires no additional procurement cost for hardware.
1810/28/19Will consideration be made to: (3) extend(ing) fingerprinting to locations outside of US Court locations, which provides convenient solutions and options that leverage a trusted fingerprint enrollment staff? No, the Judiciary's intent is to provide up to two (2) scanners per Court Unit without any immediate need to increase this number or send to other locations outside the Judiciary.
