1.0 General Information

1.1 Purpose

SMS is a mission-critical Command and Control (C2) National Security System supporting full-spectrum global mobility planning, execution visibility, mission tracking, decision support, and joint exercise operations across USTRANSCOM, its Component Commands, Combatant Commands, the Services, and mission partners. Operating continuously in both unclassified and classified environments, SMS integrates with numerous external systems and provides capabilities essential to force movement planning, current operations execution, and distribution visibility. This modernization effort will focus on improving SMS operational effectiveness, cybersecurity, and sustainment within its current mission scope.

USTRANSCOM is concurrently executing the Joint Transportation Management System (JTMS), a Department of War (DoW) business-reform initiative intended to consolidate logistics information technology systems. Although JTMS may inform future SMS integration or capability-transition considerations, such activities are not the primary objective of this acquisition. Proposed solutions should employ open, modular architectures and flexible integration practices to preserve agility for future DoW-directed JTMS decisions.

1.2 Security & Facility Clearance Requirements

• Facility Clearance: Offerors must possess a valid Facilities Clearance Level (FCL) at the SECRET level at the time of proposal submission (Phase 3).

• Personnel Clearances: Currently, the majority of daily operational support requires a minimum of a SECRET clearance. However, key personnel and specific task areas require access to TOP SECRET / Sensitive Compartmented Information (TS/SCI) and access to JWICS.

• Cybersecurity Workforce: All contractor personnel performing cyberspace work must be certified and qualified in accordance with DoD Directive 8140.01, DoDI 8140.02, and DoDM 8140.03 (formerly DoD 8570.01-M) at the commencement of services. Further guidance on required qualifications will be provided in a Statement of Objectives (SOO) in Phase 3.

2.0 Summary of Requirements

2.1 Problem Statement

To maintain operational readiness and eliminate technical debt, SMS requires an innovative modernization and sustainment strategy that addresses legacy software baselines, security compliance, scalability, maintainability, DevSecOps readiness, and operational efficiency, while preserving uninterrupted 24/7/365 mission operations.

2.2 AoI Solution Attributes

Under the authority of DFARS Subpart 212.70, the Government seeks innovative commercial solutions (technologies and/or services) to address the following solution attributes:

• Legacy Baseline Modernization & Refactoring: Refactor, modularize, or replace unsupported legacy code to improve maintainability, reduce technical debt, and facilitate compatibility with modern code-analysis and security tools.

• DevSecOps & Software Delivery: Improve secure software delivery through Agile and DevSecOps practices and tools compatible with approved USTRANSCOM software-delivery pipelines. Solutions may include automated testing, continuous integration and continuous delivery, vulnerability scanning, and deployment approaches appropriate to the operating environment. Offerors may propose authorized automation or Artificial Intelligence (AI)-enabled software-development capabilities where they demonstrably improve delivery speed, code quality, security, or maintainability.

• Cloud Migration & Resilient Infrastructure: Migrate, operate, and sustain SMS within USTRANSCOM-approved cloud environments across classified and unclassified enclaves, using resilient infrastructure patterns and cloud-native capabilities where beneficial.

• Cybersecurity, Zero Trust, & Mission Assurance: Implement practical approaches to support Zero Trust Architecture (ZTA), Identity, Credential, and Access Management (ICAM), continuous Risk Management Framework (RMF) processes, Security Technical Implementation Guide (STIG) adherence, and enhanced observability, logging, and auditing to support mission assurance and troubleshooting in coordination with Cyber Operations Center (CyOC) workflows.

• External Integration & Decision Support: Provide scalable, secure, Application Programming Interface (API)-first integration patterns for real-time or near-real-time data exchange with external mission partners, while integrating commercial AI and Machine Learning (ML) capabilities where appropriate to automate workflows and optimize decision support.

• Data and Interface Flexibility: Document SMS data structures, schemas, and interfaces to preserve flexibility for potential future USTRANSCOM-directed integration or alignment activities. Solutions should use open, documented, and standards-based interfaces where practical; minimize unnecessary proprietary dependencies; and provide sufficient technical documentation and knowledge transfer to support Government flexibility and long-term sustainment.

• Architecture & Systems Engineering Documentation: Develop and maintain Department of Defense Architecture Framework (DoDAF)-aligned architecture artifacts, at a level of detail directed by the Government, to support systems engineering, modernization planning, DevSecOps activities, and future integration decisions.

• 24/7/365 Sustainment & User Support: Deliver reliable Tier II/III sustainment support, account management, user training support, and operational troubleshooting across both classified and unclassified environments.

• Security Compliance & Data Rights: Provide strict compliance with DFARS 252.204-7012 for unclassified systems and 32 CFR Part 117 (NISPOM) for classified systems, while clearly defining all commercial software licenses, intellectual property, and technical data rights to maintain Government compatibility and compliance with applicable regulations.

2.3 Solution Maturity & Transition-In

SMS is an established Program of Record supporting ongoing Joint Deployment and Distribution Enterprise (JDDE) operations. Proposed solutions are expected to provide a low-risk transition-in approach that maintains continuity of operations, preserves existing mission capabilities and interfaces, and avoids disruption to ongoing JDDE operations. Solutions are expected to support rapid integration, configuration, and operational use following award, with operational capability established within sixty (60) calendar days of contract award.

2.4 Intellectual Property (IP)

The Government has previously obtained rights in the technical data and commercial, non-commercial software that has been delivered, furnished or provided. The Government generally expects any technical data, commercial, or non-commercial software provided to the Government under this contract, to be consistent with the preexisting rights, unless—

(i) The parties have agreed otherwise; or
