About this file

This is a Commercial Solution Opening (CSO) Area of Interest solicitation for Bridge Erection Boat (BEB) Autonomous Operations. The U.S. Army is seeking industry proposals to develop, test, and demonstrate innovative autonomous technologies using Artificial Intelligence and Machine Learning to enhance BEB capabilities for combat assault and logistical support missions. The primary objectives are to reduce Soldier exposure during wet gap operations, ensure freedom of movement during offensive operations, and enable resilient logistics in dispersed and contested environments.

The required User Prioritized Capabilities include: Automated Maneuvering (safe autonomous approach and connection to an Improved Ribbon Bridge with manual override), Wireless "Swarming" (control of two BEBs as a single unit), GPS-based Station Keeping (autonomous position holding), Underwater Hazard Detection (sensor-based identification of submerged risks), and Collision Avoidance (automatic collision prevention with operator kill switch). Software must be delivered independently from hardware, or with hardware kits if independent delivery is not feasible. The Government requires minimum Government Purpose Rights (GPR) to all software including source code, technical data, and interfaces, with offerors required to deliver source code with build instructions, interface control documents, and operational/sustenance documentation. Offerors must clearly identify data rights assertions for deliverables and any required background intellectual property.

Proposals shall be submitted in Solution Brief format with a 5-10 page limit and must include a detailed Technical Approach addressing each prioritized capability, Proposed Deliverables with notional schedule, Intellectual Property approach addressing data rights and software rights, and Company Capabilities summary with relevant past performance. The Phase 1 submission deadline is 5:00 pm Eastern on 01 June 2026, with submissions sent via email to Kelly Harp (kelly.j.harp.civ@army.mil) or Greg Polcyn (gregory.a.polcyn.civ@army.mil), with technical questions directed to Michael Kolehmainen or Ronald Panganiban.

Area of Interest (AoI) Title: Bridge Erection Boat (BEB) Autonomous Operations

Commercial Solution Opening (CSO) AoI Number: 002

AoI Release Date: 18 May 2026

This Bridging topic invites Industry approaches to develop, test, and demonstrate innovative autonomous technologies that provide tactical and logistical dominance by defeating battlefield gaps. A primary AoI is the integration of Artificial Intelligence and Machine Learning (AI/ML) to create autonomous capabilities for the BEB for both combat assault and logistical support missions. The ultimate objectives are to limit Soldier exposure during complex wet gap operations, provide commanders with assured freedom of movement during offensive operations, and enable resilient, efficient logistics in dispersed and contested environments. Offerors shall include detailed deliverables as part of proposal.

User Prioritized Capabilities shall include:

• Automated Maneuvering: Safely and automatically approach and connect to an Improved Ribbon Bridge (IRB) without Soldiers on the BEB. Manual override option shall be included.

• Wireless "Swarming": Control two BEBs wirelessly as a single unit to maneuver a raft.

• GPS-based Station Keeping: Autonomously hold a BEB in a fixed position.

• Underwater Hazard Detection: Utilize sensors to identify and flag submerged risks.

• Collision Avoidance: A safety system to automatically prevent collisions, with an operator override (kill switch).

• Software developed and delivered under this effort will be distinct and cleanly separably from any software or hardware IP previously developed.

o If software cannot be delivered independent of hardware, then hardware kit shall be delivered with embedded software.

• Technical Data & Data Rights: To support future Government maintenance, competition, and integration, the Government requires, at a minimum, Government Purpose Rights (GPR) to all software (including source code), technical data, and interfaces developed or modified under this effort. Offerors shall deliver all source code with build instructions, interface control documents, and any technical data required to operate, sustain, and modify the system. Offerors must clearly identify and describe their proposed data rights assertions for both the deliverables and any background IP required to use them.

Distribution Statement A. Approved for public release: distribution is unlimited.

Submission Instructions for Offerors:

• Response Format: Solution Brief.

• Page Limit: 5-10 pages.

• Content Requirements:

o A detailed Technical Approach addressing each of the "User Prioritized Capabilities."

o A list of Proposed Deliverables and a notional schedule.

o Intellectual Property (IP): An explanation of Intellectual Property (IP) approach, including proposed rights to the technical data and computer software, and specifically addressing the Government's needs listed above, including for severable software.

o A summary of Company Capabilities and relevant past performance.

The deadline for the Phase 1 submission for this AoI is 5:00 pm Eastern on 01 June 2026.

All submissions shall be sent via email to the following Points of Contact:

Kelly Harp, kelly.j.harp.civ@army.mil

Greg Polcyn, gregory.a.polcyn.civ@army.mil
