1. General Information

1.1 Introduction

This announcement is for a Magnetic Particle NDT Benches Area of Interest

(AoI) under the ACC-ANAD Commercial Solutions Opening (CSO) W911KF-25-

S-C002. Interested parties are highly encouraged to visit the Government Point of Entry (SAM.gov) to review the ACC-ANAD CSO special posting in its entirety to obtain more information on the process for submission and evaluation of the

CSO AoI Responses.

ACC-ANAD is not obligated to extend a request for proposal or make an award as a result of this CSO AoI; all awards are subject to the availability of funds and successful negotiations. This CSO AoI is not an authorization to begin performance, and in no way obligates the Government for any costs incurred by the Offeror associated with developing a Response. Prior to commencement of any activities associated with performance under this CSO AoI, the Government will issue a written directive or contractual document signed by the Contracting

Officer with appropriate consideration established. ACC-ANAD reserves the right to modify the requirements of this CSO AoI.

The authority to issue this CSO AoI is derived from ACC-ANAD Commercial

Solutions Opening W911KF-25-S-C002. The CSO authority is 10 U.S.C. §3458, as amended by Section 1823 of the National Defense Authorization Act (NDAA) for Fiscal Year 2026. All acquisitions under this CSO rely solely on this amended statutory authority.

This CSO AoI seeks innovative commercial solutions that meet the objectives detailed in Section 1.3 below. In accordance with Revolutionary FAR Overhaul

(RFO) Defense Federal Acquisition Regulation Supplement (DFARS) 212.70, the term 'innovative' is defined as any technology, process, or method, including research and development, that is new as of the date of proposal submission, or any new application of an existing technology, process, or method as of the proposal date. CSOs may only be used to obtain innovative solutions or potential capabilities that fulfill requirements, to close capability gaps or provide potential https://www.sam.gov/ innovative technological advancements, and when meaningful proposals with varying technical or scientific approaches can be reasonably anticipated."

1.2 AoI Background

Anniston Army Depot (ANAD) is the designated Center of Industrial and

Technical Excellence (CITE) for tracked and wheeled ground combat vehicles

(minus Bradley), towed and self-propelled artillery, assault bridging systems, individual and crew-served small caliber weapons, locomotives, rail equipment, and non-tactical generators.

ANAD performs depot-level maintenance and overhauls on critical vehicle systems such as the M1 Abrams tank, M88 Recovery Vehicle, Stryker, M113, M9

Ace Combat Earthmover, and the Assault Breacher Vehicle. Major components of each vehicle are overhauled, tested, and returned to stock.

The nondestructive testing (NDT) of critical structural and mechanical components, specifically through Magnetic Particle Testing (MT), is a mandatory requirement during vehicle and component overhaul. This testing ensures structural integrity, detects fatigue cracks, and prevents catastrophic failures in the field. The current MT benches at ANAD are legacy systems approaching obsolescence, lacking modern process controls, and requiring modernization.

ANAD is interested in replacing these legacy systems with modern, robust, simple-to-operate, and ergonomic pieces of test equipment that are durable and capable of operating continuously in a demanding heavy-industrial production environment.

1.3 Identify AoI Solution

This AoI establishes the requirement for the procurement of modern Magnetic

Particle Testing (MT) systems, hereafter referred to as the "Equipment," "Test

Benches," or "systems," to be provided to Anniston Army Depot (ANAD), Anniston, Alabama.

The selected contractor shall provide all resources necessary to design, manufacture, deliver, transport, rig, install, demonstrate the functional operation of, and provide comprehensive operator and maintenance training for the equipment. We encourage vendors to explore innovative approaches that push the boundaries of NDT capabilities and system reliability, while ensuring the highest levels of operator safety and ergonomics.

General Capabilities & Environmental Requirements

All systems must be engineered for a rigorous, high-volume industrial depot environment and conform to the applicable publications listed in Section 2.0.

Deliverables must include:

• Necessary built-in safety features and standard user-friendly operational controls.

• Required operational accessories for immediate use (e.g., UV-A LED lamps, calibrated gauss/tesla meters, etc.).

• Turn-key services including delivery, on-site installation, and hands-on maintenance/operator training for ANAD personnel.

Specific Equipment Requirements

1. Multi-Directional Wet Benches (Approximately 6 units):

• Core Capability: Systems must be capable of performing multi-directional magnetic particle inspection utilizing Full Wave DC (FW), Half Wave DC

(HW), and Alternating Current (AC) modes. This allows for multi-directional magnetization to detect defects in all orientations in a single operational step.

• General Size/Capacity: The benches must accommodate small to medium-sized components up to approximately 88 inches in length and support weights common for heavy combat vehicle components.

2. Large Unidirectional Wet Benches (Approximately 2 units):

• Core Capability: Heavy-duty, high-amperage systems capable of performing unidirectional (e.g., FWDC) magnetic particle inspections on large and heavy structural weldments.

• General Size/Capacity: The benches must accommodate parts up to approximately 120 inches in length with significant weight-bearing capacities of 1,500 lbs or more.

3. Mobile Power Pack (Approximately 1 unit):

• Core Capability: A heavy-duty, portable/mobile power source capable of delivering high-amperage AC and HWDC for performing magnetic particle inspections in various locations across the depot where a stationary wet bench is not feasible.

2.0 Applicable Publications, Regulations, and Definitions

Solutions should generally conform to the latest amendments of relevant industry standards, regulations, and publications, including but not limited to:

• ASTM E1444: Standard Practice for Magnetic Particle Testing.

• ANSI/NFPA 505: Fire Safety Standard for Powered Industrial Equipment.

• 29 CFR 1910: OSHA General Industry Safety and Health Standards.

3.0 AoI Constraints

4. SAM Registration: Any selected company or companies will be required to be registered in the System for Award Management (SAM.gov) prior to receiving an award or agreement.

5. Invoicing System: Selected companies must register in the prescribed government invoicing system, Procurement Integrated Enterprise

Environment (PIEE). This registration cannot occur without an active SAM registration.

6. Information Security: All submissions must be unclassified. Documents must not be marked "CONFIDENTIAL." If a submission contains proprietary or restricted data, the offeror must clearly mark the material and include the required restrictive legend on the cover page. The Government will protect proprietary information in accordance with applicable laws and regulations, including the Freedom of Information Act (FOIA).
