About this file
This is a Limited Sources Justification (LSJ) document for a federal contract opportunity under the GSA Multiple Award Schedule Program filed by the Administrative Office of the U.S. Courts, Department of Technology, Enterprise Operation Center.
The procurement covers software licenses and services for Dynatrace Application Performance Monitoring Services (APMS) platform to support enterprise-wide observability, monitoring, and diagnostics across National Program Offices, CM/ECF court services, and critical judiciary systems. The base year (FY 26) runs March 2026–March 2027 with four option years through FY 30. The base year requires specific license quantities including 3,252 units of DYNGOVSAAS-SR, 572 units of DTGOVSAASDDU-SR, 250 units of DTGOVSAASDEMUNITS-SR, and 3,252 units of DTSAASAPPSEC-SR. Starting March 2027, annual procurement will increase significantly, with DYNGOVSAAS-SR expanding to 7,050 units and other license types scaling accordingly. The judiciary justifies restricted consideration under FAR 8.405-6(a)(1)(i)(C) as a logical follow-on to the original BPA (GS-35F-267DA/USCA22B0005) awarded February 2, 2022, which was competitively procured in 2021. The acquisition is essential to support 22 remaining deployments of the planned 227 total rollout, with Dynatrace selected as the enterprise standard due to technical capabilities including AI-driven root cause analysis, real-time full-stack visibility, continuous vulnerability detection, and automated baselining. Market research identified two GSA entities capable of providing all required part numbers, with GSA determined as the best procurement vehicle due to pre-negotiated terms and multiple reseller availability. The contracting officer will request price reductions consistent with the GSA Simplified Acquisition Threshold requirement.

Only one source is capable of providing the supplies or services required at the level of quality
JUDICIARY PROCUREMENT PROGRAM
LIMITED SOURCES JUSTIFICATION (LSJ)
This acquisition is being conducted under the GSA Multiple Award Schedule Program (See FAR 8.401) required because the supplies or services are unique or highly specialized - FAR 8.405- 6(a)(1)(i)(B) and Guide Vol. 14 § 310.50.63(a)(2))
In the interest of economy and efficiency, the new work is a logical follow-on to an original FSS order provided that the original order was placed in accordance with the applicable FSS ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures - FAR 8.405-6(a)(1)(i)(C) and Guide Vol. 14 § 310.50.63(a)(3)
5. Supporting rationale (explanation of the unique nature of products/services being procured, contractor's unique qualifications, or other factors supporting use of the authority cited)
This acquisition is essential to support ongoing national deployment initiatives and ensure uninterrupted mission-critical operations around APMS. The AO’s APMS requirement was previously competed per solicitation USCA21Q0100 and was solicited in 2021 as an open competition on GSA Federal Supply Schedules (Multiple Award Schedules (MAS)) based on the AO’s requirements for an APMS solution. The AO required the APMS as it monitors and manages performance and availability of software applications throughout the judiciary. The awarded solution from that competition was Dynatrace and a BPA award was made on 02/02/2022, GS-35F-267DA/USCA22B0005.
Dynatrace was originally selected through a competitive and compliant process. The original acquisition of Dynatrace followed all applicable procurement policies and was made through a competitive and compliant process that evaluated both technical and price factors. The AO now requires a follow-on BPA vehicle that utilizes the same software to extend and support the ongoing rollout of the APMS platform throughout the judiciary.
Technical Differentiators and Continuity of Operations
Dynatrace offers a set of technical capabilities that directly align with agency needs, including:
• AI-driven root cause analysis through Davis® AI to reduce Mean Time to Resolution (MTTR)
• Real-time full-stack visibility across infrastructure, applications, services, and end-user experience
• Continuous runtime vulnerability detection supporting zero-trust and cybersecurity mandates
• Automated baselining and anomaly detection that minimize manual configuration and reduce alert fatigue
These features are critical for maintaining observability in complex, distributed systems across the judiciary and ensuring resilience across mission-supporting applications.
The prior BPA inadvertently ended, and the AO intends to do a re-compete for this BPA on GSA. This requirement is a logical follow-on that is in accordance with FAR 8.405-6(a)(1)(C). The AO needs to maintain and add needed capabilities to the Dynatrace solution currently in place at the AO. In the interest of economy and efficiency, this BPA is a logical follow-on to the original Federal Supply Schedule BPA previously put in place, USCA22B0005. The original BPA solicitation and competition was competed and placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original BPA solicitation was not issued under sole-source or limited-sources procedures as all capable solutions were considered. This acquisition is essential to support ongoing national deployment initiatives and ensure uninterrupted mission-critical operations. Additional reasons a logical follow-on are required are laid out below.
JUDICIARY PROCUREMENT PROGRAM
LIMITED SOURCES JUSTIFICATION (LSJ)
This acquisition is being conducted under the GSA Multiple Award Schedule Program (See FAR 8.401)
1. Mission Alignment and Enterprise Standardization
Dynatrace has been established as the judiciary’s enterprise monitoring standard following rigorous evaluation, formal acquisition procedures, and integration with mission-critical systems during the prior competition in 2021. The APMS platform selected, Dynatrace, delivers AI-powered insights, full-stack observability, and automation capabilities that are central to real-time diagnostics, performance tracking, and system reliability.
This acquisition seeks to extend existing capabilities, not replace them. Procuring an alternative solution would incur additional cost for reimplementation, retraining, re-certification, and security reauthorization. It would also delay current deployments and undermine observability continuity, increasing risk to judiciary operations.
If a new solution were brought in currently, it would require a restart to the current deployment efforts.
This acquisition is essential to support ongoing national deployment initiatives and ensure uninterrupted mission-critical operations. There are 22 remaining deployments that are expected to be completed in FY 26, out of the planned 227 deployments. Re-establishment of a BPA is needed to provide a vehicle for EOC to acquire needed Dynatrace licenses, per the prior BPA that was in place. The BPA will be utilized to provide Dynatrace licensing to EOC organizations that require use of the software and to provide continued support of the national deployment initiatives.
2. Substantial Prior Investment and Operational Integration
Since its adoption in FY 2022, the agency has invested significantly in Dynatrace licenses, deployment, personnel training, and integration with internal systems. The platform has been incorporated into existing workflows, DevSecOps pipelines, and automated monitoring frameworks. Replacing this solution at this stage would necessitate extensive reengineering, new certifications, additional training, and a disruption of services, resulting in avoidable costs and operational risk. In the interest of economic efficiency and continued ongoing rollout of the solution to more judiciary organizations, it is in the judiciary’s interest to award a new BPA for Dynatrace license to support this effort.
6. Description of market research conducted among schedule holders and the results, or explanation why market research was not conducted
Market research consisted of reviewing the AO’s acquisition history, and reviews of Gartner research.
Two separate entities were identified on GSA that couple provide all the required part numbers, and the required part numbers were not found with multiple providers on other platforms (Acquisition Gateway, and Ability One). SAM.gov was considered, but because the prior BPA was solicited on GSA, terms are pre-negotiated on GSA, and multiple resellers were identified on GSA for this acquisition, GSA provided the best avenue for establishment of this BPA.
7. Actions, if any, the judiciary may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies and services is made
