About this file
This is a Sole Source Justification (SSJ) document for a follow-on bridge task order under the GSA Multiple Award Schedule Program. The Administrative Office of the United States Courts (AO), through its Acquisition Management Office (AMO) and Financial Management Office (FMO), is issuing a six-month interim task order to CGI Federal, Inc. for payment management support services. The contract period consists of a one-month base period (07/29/2026–08/28/2026) and five one-month option periods extending through 01/28/2027. The estimated dollar value of the proposed procurement is redacted in the document.
The sole source justification is based on the unique and highly specialized nature of the required services and the interest of economy and efficiency as a logical follow-on to the existing task order USCA23F1003. CGI provides critical financial operations support for the Judiciary's Payment Management Branch (PMB), including processing travel vouchers, payables, vendor invoices, travel authorizations, and performing daily disbursement certifications. The AO is currently conducting a competitive recompete for a new Blanket Purchase Agreement (BPA) among multiple GSA Multiple Award Schedule contractors under category 541219 (Budget and Financial Management Services), but this process is still ongoing. The bridge order is necessary to prevent service disruption and operational risk during the transition period, as CGI possesses unique institutional knowledge of the Judiciary's integrated financial management systems (JIFMS), travel system (JETS), and specialized U.S. Treasury systems (IPAC, CARS, SPS, ITS.gov, TCIS). Market research confirmed multiple vendors are capable of providing these services; however, issuing the sole source order to CGI is in the best interest of the Judiciary to ensure continuity. The Contracting Officer will request additional discounts from CGI consistent with federal procurement guidelines, and competition for the new PMB support services BPA is currently in progress.

JUDICIARY PROCUREMENT PROGRAM
SOLE SOURCE JUSTIFICATION (SSJ)
This acquisition is being conducted under the GSA Multiple Award Schedule Program (See Deviation from
Volume 14: Administrative Office Federal Supply Schedule ordering procedures)
5. Supporting rationale (explanation of the unique nature of products/services being procured, contractor's unique qualifications, or other factors supporting use of the authority cited)
The AO is in the process of establishing a new Blanket Purchase Agreement (BPA) for payment management support services. Request for Quote (RFQ) is being competed amongst multiple General Services Administration (GSA) Multiple Award Schedule (MAS) contract holders for Professional Services – Financial Services under category 541219 – Budget and Financial Management Services. The source selection process is still ongoing. The current services are being performed under task order USCA23F1003 with CGI Federal, Inc. The period of performance of the current task order ends 07/28/2026. A sole source needs to be awarded to CGI for an interim order as CGI is the only company that can perform these critical financial operations services within this short turnaround time until the new contract is awarded.
The proposed follow-on task order will provide FMO with continuity of services until the recompete is completed and any necessary transition is completed. Any lapse of transition during the re-compete process would introduce significant operational risk and disrupt essential administrative functions across the Judiciary. PMB is responsible for receiving, processing, approving, and reconciling various types of travel vouchers and payables, to include payment vouchers, vendor invoices, intergovernmental invoices, and travel-related transactions for the Judiciary. PMB also creates and approves travel authorizations and travel vouchers, manages relocation for Judges and Judiciary staff, payment cancellations and certain reissues, IRS CP2100 Notices, the issuance of IRS Forms 1099, 1042, and 1042-S, and performs daily disbursement certifications in the Treasury’s Secure Payment System (SPS).
CGI provides support to PMB for these various functions under the current task order and has the necessary expertise to ensure mission critical capabilities are maintained in the interim. Only the incumbent, CGI, possesses the immediate operational understanding and system-specific expertise necessary to ensure stable, mission-aligned support during the six-month bridge period. The Judiciary uses a single financial system, Judiciary Integrated Financial Management System (JIFMS), to record financial transactions, and a web-based travel system (Judiciary Electronic Travel System [JETS]) which interfaces with JIFMS. As the incumbent, CGI has the deep institutional knowledge of the Judiciary’s policies and procedures and pertinent experience working with the Judiciary’s specific financial tools and systems, including the following U.S. Treasury systems used by the AO for collections, payments, and related reporting activities: Intra-Governmental Payment and Collection (IPAC), Central Accounting Reporting System (CARS), Secure Payment System (SPS), International Treasury Services (ITS.gov), and Treasury Check Information System (TCIS). CGI is uniquely positioned to continue the work seamlessly until the new BPA and first BPA Call are issued. If a sole-source order to CGI is not awarded, payment operations and processing, including accounts payable and travel authorizations, would be significantly delayed until a new contract is awarded and new staff are onboarded and trained.
This bridge order is necessary and in the best interest of the Judiciary as it will prevent a disruption in services, ensure adequate time for transition once a new BPA is awarded, and minimize risk to Judiciary operations.
6. Description of market research conducted in accordance with Guide Vol. 14 § 310.50.42(b)(1) and the results.

SOLE SOURCE JUSTIFICATION (SSJ)
This acquisition is being conducted under the GSA Multiple Award Schedule Program (See Deviation from
Volume 14: Administrative Office Federal Supply Schedule ordering procedures)
Market research was conducted as part of the re-compete planning. The AO reviewed the acquisition history, interviewed payment management support subject matter experts who have an understanding of the vendors in the financial services sector, and reviewed the GSA library, which included reviewing GSA MAS contract holders’ capabilities. The market research indicated that multiple vendors are able to provide the services, but in the interest of economy and efficiency, it is in the best interest of the Judiciary to issue a short-term follow-on order on a sole source basis to ensure continuity of payment operations services while the current re-competition is still in progress.
7. Actions, if any, the judiciary may take to remove or overcome any barriers that led to restricted consideration before any subsequent acquisition for the supplies and services is made.
Competition for a new PMB support services BPA is currently in progress.
8. Document if the Contracting Officer has sought a price reduction consistent with Guide Vol. 14 § 310.50.56
