About this file

This document is a memo from the Bureau of Diplomatic Security's Physical Security Division to Anti-Ram Barrier Manufacturers, issued on December 11, 2025, reminding them of compliance requirements for the DS-Approved List of Anti-Ram Barriers. The memo highlights a critical deadline of December 31, 2026, by which manufacturers must provide documentation of a valid test report for their barriers, performed in accordance with ASTM F2656 at an accredited testing facility. The test report must demonstrate a "P1 penetration not greater than one meter" for the "M level, medium-duty truck," using the version of the ASTM F2656 standard current on the date of testing.

Manufacturers seeking to remain on the Approved List must submit their documentation to DS/PSD/RD before the firm deadline, with any questions directed to DSPSPRD@STATE.GOV. The memo references two previous SAM.gov notices: one from October 15, 2021, about anti-ram barrier performance ratings, and another from March 15, 2024, providing initial guidance to manufacturers. The document underscores the Department of State's transition from SD-STD-02.01 to ASTM F2656 as the established standard since its inaugural publication on August 1, 2007.
