About this file
This document is an Amendment 1 for a Request for Proposal (RFP) issued by the University of Wisconsin-Madison for Telephone Nurse Triage Services, solicitation number 2025-UWMSN-01014-RFP. The procurement seeks a comprehensive telephone-based nursing triage service to operate after hours, specifically covering Friday 4:30pm through Monday 8:30am, as well as during legal holidays, with an average monthly call volume of approximately 300 calls. The current contract expires on 12/31/2025, and the university aims to award a new contract by January 1, 2026, with the intention of selecting a single supplier. Proposals are to be submitted electronically through the ShopUW+ online bidding platform, with the solicitation posted on July 11, 2025, and responses due by August 15, 2025.
The RFP requires licensed nurses (RNs and LPNs) who can provide evidence-based triage guidelines and operate within state practice laws, with strict requirements that the service must be human-supported and not automated. The service must comply with HIPAA Security Rule for call recordings and data storage, with recordings maintained for 60 days. Vendors must be based in the United States, with nurses licensed to provide services in Wisconsin, including those from Nurse Licensure Compact (NLC) states. The university will not disclose the overall budget and seeks a vendor capable of handling clinical and non-clinical calls, with the ability to transmit records to their Point and Click electronic health record system without direct vendor access to the EMR.
