About this file

This document is a set of Questions and Answers (Q&A) for a federal contract opportunity involving the installation of a new drop arm barrier at a specific location. The Q&A covers technical specifications for a barrier control system, including requirements for a wired button control system located in a guard booth, with a fixed-position control panel connected via hardwired cabling. Key technical details include a crash resistance specification of PAS 68: V/7500[N3]/48/90:0.0, which means the barrier must stop a 7,500 kg vehicle traveling at 48 km/h with zero penetration at a 90-degree angle. The barrier must be a double-arm configuration matching an existing system at CMR in Ankara, with an opening/closing speed of 5-15 seconds per cycle.

The solicitation involves a site-specific installation with several important considerations: the entrance road will be closed for at least 3 days during work, the entire concrete area surrounding the existing wedge barrier must be demolished, and an English-speaking person must be present on-site at all times. The offer's due date has been extended to September 12, 2025, at 10:00 a.m. Contractors are required to submit new engineering drawings and static calculations specific to this project, even if they have previously completed similar installations. The project requires contractors to provide a comprehensive list of clients from the past 5 years and submit a construction schedule within 10 calendar days of award.

Answers to Questions received from prospective offerors by 10:00 a.m. on Wednesday, September 3, 2025

1. Question: For the barrier control system, is a wired button system required, a wireless button system, or both?

Answer: A wired button control system is required as the primary method. The system shall include a fixed-position control button panel located inside the adjacent guard booth, connected to the hydraulic or mechanical actuator via hardwired cabling. Wireless control is not required.

2. Question: Is there any specific country of origin or brand required for the barriers, or are there any restrictions on the country of origin for the proposals?

Answer: There is no specific brand requirement for the barrier system, and no preferred country of origin is mandated. The bidder must clearly identify the country of origin of the proposed barrier system and key components (e.g., hydraulic units, control systems, structural steel, etc.) All components and systems must meet international quality and safety standards, such as CE, ISO, or equivalent.

3. Question: Is there a manhole available inside the gatehouse that can be used for cabling and button connection for a wired system, and will we be permitted to use this manhole during installation?

Answer: Yes, there is an existing manhole located inside the gatehouse area that may be suitable for routing control cabling for the wired system.

4. Question: What is the distance between the gatehouse and the gate?

Answer: The approximate distance between the gatehouse and the barrier location is 8m.

However, the contractor is responsible for verifying the exact measurement on site during the preparation phase.

5. Question: According to the attached catalogue, we are proposing to use a Drop Arm Barrier which differs slightly from the one shown in the provided drawings and the unit currently installed at the

2nd gate. However, this model has been successfully used at Incirlik Air Base and several OBO

Embassies.

Answer: Bidders must base their proposals on the exact layout, materials, and design structure outlined in the SOW.

6. Question: What is the exact crash impact requirement in terms of vehicle speed and weight?

Answer: Vehicle Weight: 7,500 kg

Vehicle Speed: 48 km/h

Impact Angle: 90 degrees (perpendicular hit)

Penetration Distance: 0 m

7. Question: What is the required opening and closing speed of the Drop Arm Barrier?

Answer: Standard opening/closing speed. 5 to 15 seconds per full cycle.

8. Question: What type of operation control is specified for the barrier – a local push button, remote control, or both?

Answer: Please refer to question #3.

9. Question: As discussed on site visit, the entrance road will be closed for at least 3 days for onsite work, please confirm.

Answer: Confirmed. The road will be closed to vehicle traffic for at least 3 days during the installation phase.

10. Question: For the demolition of the existing wedge barrier, do we have to remove/demolish whole concrete area or just remove the wedge barrier and backfill that location, please advise.

Answer: The entire concrete area surrounding the existing wedge barrier must be fully demolished and removed.

11. Question: We already built and installed exactly same design drop arm barriers (total length was around 6.5m, end to end), DoS and CORPS of Engineering approved, can we use that design

(Drawing and Static calculation) or do we have to make new Engineering calculation and submit, please advise.

Answer: The Government requires the Contractor to prepare and submit new engineering drawings and static calculations for this specific project, even if a similar design has previously been used and approved by DoS or USACE.

12. Question: Do we have to have English speaker on site all the time when on site work start or

English speaker PM will be enough, please clarify.

Answer: An English-speaking person must be present on site at all times during the execution of work. The designated Project Manager (PM) can fulfill this role, provided that they are physically present on site during all working hours. If the PM is not on site at all times, then a separate English-speaking site supervisor must be assigned and available at all times to ensure effective communication with the COR and Post representatives.

13. Question: Can we please have a couple photos from the existing drop arm barrier and also couple photo for the new area which will install a new drop arm gate?

Answer: Not applicable.

14. Question: Because of the length of the Drop Arm Barrier, we may have to demolish some part of the existing concrete walkway (sidewalk) and rebuild that area, please clarify.

Answer: Yes, partial demolition of the existing concrete walkway (sidewalk) is acceptable if necessary to accommodate the installation of the new Drop Arm Barrier. The affected area must be rebuilt and finished to match the surrounding surface. All restoration work must be completed to

Embassy standards and included in the project scope.

15. Question: What is the security class required for drop arm barrier? (K12, M50 etc.)

Answer: The drop arm barrier must meet a crash resistance level equivalent to the following classification:

PAS 68: V/7500[N3]/48/90:0.0

This rating indicates that the barrier is capable of stopping a 7,500 kg N3-class vehicle traveling at

48 km/h, impacting the barrier at a 90° angle, with zero penetration.

16. Question: Does the barrier require ATFP Manager approval?

Answer: No.

17. Question: Could you please send as-built drawings of existing barrier system and existing infrastructure lines?

Answer: As discussed during the site visit, the visual materials and technical drawings shared in the

SOW annexes accurately reflect the existing barrier system and site conditions. These documents are sufficient for developing the new design.

18. Question: During the installation of the new drop arm barrier, the sidewalk may be disturbed and partially demolished. Please clarify whether the contractor will be responsible for restoring it.

Answer: Yes

19. Question: Since the supply and production of a double arm barrier like the one at CMR in Ankara is difficult, can a single arm barrier be built instead?

Answer: As clearly stated in the Statement of Work (SOW), the design must strictly adhere to the double arm configuration currently installed at the CMR. Alternative designs, including single-arm barriers, are not acceptable

20. Question: Due to the difficulty of providing and sourcing a manufacturer for the new drop arm barrier, we respectfully request a two-week extension of the offers’ due date.

Answer: The new drop arm barrier will be a custom-made system, specifically designed and fabricated to meet the unique requirements of the location and operational conditions. Therefore, sourcing an off-the-shelf product is not anticipated.

Regarding the extension request: the offer’s due date has been extended to 12 September 2025 at
