About this file
This file is an Amendments and Answers document issued by the Connecticut General Assembly Joint Committee on Legislative Management in response to vendor questions regarding the Request for Proposal for Printing and Delivery of the Official General Statutes of Connecticut. The RFP solicits proposals for printing, binding, shipping, and delivery services for four distinct publishing projects: the 2027 General Statutes (revised to January 1, 2027), the 2028 Supplement, the 2029 General Statutes (revised to January 1, 2029), and the 2030 Supplement. The 2027 and 2029 General Statutes each require approximately 3,300 twenty-one-volume sets plus approximately 1,200 individual volumes, while the 2028 and 2030 Supplements each require approximately 3,000 three-volume sets. All materials must be produced and delivered within three calendar weeks for General Statutes and two calendar weeks for Supplements from receipt of final electronic pages. Proposals must be submitted via email to CGAContracting@cga.ct.gov by April 30, 2026, at 12:00 p.m. EST. The contract term extends from execution through June 30, 2031, with potential extension by mutual agreement for an additional period not to exceed the original term length. Part D of the RFP contains required submission elements, and responses not including these elements are subject to disqualification.
The current contract for this service is held by West Publishing Corporation d/b/a West, A Thomson Reuters Business, executed on December 1, 2020, with an approximate value of $1.7 million and expiration on June 30, 2026. Vendors must demonstrate at least five years of experience performing similar work and submit detailed project plans, equipment lists, and references. Pricing must be submitted on a per-page basis for printing, binding, shipping, and delivery with separate pricing for overrun volumes, quoted on an FOB Destination basis including all labor, materials, stock, binding, foil stamping, and surface transportation. Connecticut certified Small Business Enterprises (SBEs) and Minority Business Enterprises (MBEs) receive expedited payment terms of Net 25 Days compared to the standard Net 45 Days offered to other contractors. All vendors are eligible to respond with no identified set-asides restricting competition by business type or size. Liquidated damages of $500 per calendar day apply for late delivery.
