About this file
This is a vendor question and answer document related to the MEARNG (Maine Army National Guard) wide Sprinkler and Fire Panel Preventive Maintenance contract opportunity (RFP# 202602027) managed by the State of Maine. The document addresses inquiries from prospective bidders regarding facility maintenance requirements, asset inventory, and operational procedures across multiple state locations. The contract scope includes preventive maintenance services for sprinkler systems and fire alarm panels at various facilities, with known deficiencies requiring attention including five-year sprinkler system testing, pressure gauge calibration, and yearly backflow device testing. The State acknowledges incomplete documentation regarding fire alarm manufacturers and models, with detailed device lists provided in supplementary attachments. The contract requires a two-hour emergency response timeframe statewide, including northern Maine locations, with building access coordinated through facility managers during defined operating hours. The proposal submission deadline is June 11, 2026, with contract commencement scheduled for October 1, 2026, with the RFP process timeline and award procedures detailed in Parts V and VI of the solicitation documents.
Repair work will be awarded on a separate invoice basis rather than included in the base contract pricing, with any repairs requiring competitive quotes and written approval from designated state representatives (Kenneth Merrifield, Mark Turmelle, or William Vanwickler). The awarded contractor will be responsible for completing required maintenance procedures and maintaining detailed records. The State does not currently possess comprehensive asset inventories for each location, including complete counts of sprinkler risers and backflow preventors, with only partial information available from past testing reports. Fire panel asset inventory and riser count information for wet and dry sprinkler systems are referenced in supporting attachments provided to bidders.

Question Answer
| Are there any known deficiencies, outstanding code violations, or AHJ citations currently existing at any facility? | Yes, Sprinkler systems need to have the 5 year testing completed in all locations and the pressure gauges need to be calibrated and tested. Each location with a sprinkler system has a backflow device that needs to be tested yearly. I will forward the information regarding these. | |
| Can the State identify the fire alarm manufacturer/model at every site (only a few are identified in Appendix G)? | We have a descent list of manufacturer but we need to get the model numbers from most locations | |
| 11. What dollar threshold requires written approval before repairs are performed? | Any repair this is noted requires a quote and written approval. From either Kenneth Merrifield or Mark Turmelle or William Vanwickler | |
| Will repair work be awarded exclusively to the contract holder, or separately bid? | The repair work will be on a separate invoice not included in the price of the contract. Awaded bidder will be required to complete repair work (Part II, Maintenance Procedures and Records) | |
| Does the required two-hour emergency response apply statewide, including northern Maine locations? | Yes, within reason | |
| Can the State provide a complete asset inventory for each location, including: | ||
| Number of sprinkler risers for each system type, and number of backflow preventors | The fire panel asset inventory I have only what has been tested in past reports. The same with the sprinkler systems. We do not have a detailed report per location | |
| Is there a Fire Alarm devices list for all locations. | An excel spreadsheet was provided containing the detailed device list | |
| What is the riser count for the wet/dry sprinkler systems? | Provided in Fire Panel Info attachment | |
| How will the contractor gain access to the buildings? | The building days/hours are defined in Part II Fire/Smoke Alarm System Test & Inspection Section C. The winning bidder will be provided with a contact list for the Facility Managers for each building. | |
| What is the timeframe for the RFP Process? | Upon the proposal submission date of 11 June 2026, the remainder of the process is described in Part V and Part VI. The contract will begin 1 October 2026 |
