About this file
This Performance Work Statement (PWS) details annual maintenance and support services for the Automated Notification and Recall System (ANRS) for NORAD and USNORTHCOM (N&NC). The comprehensive support covers three primary unclassified Command and Control systems: Mass Notification through Motorola's Vesta Communicator (transitioning to Rave Alert by end of 2025), Unclassified Enterprise Conferencing via Consortium III Conference Bridge, and Network-wide Alert messaging using Desktop Alert. The contract requires 24x7x365 support with 4-hour response times, including technical advisory services, unlimited messaging, information assurance compliance, and program management.
Key technical requirements include maintaining system licenses for 3,500 users, providing support desk services, delivering failure analysis reports, and supporting system integrations and upgrades. Contractor personnel must possess Top Secret personnel security clearances and SCI access, with mission-critical network access at Peterson Space Force Base and Cheyenne Mountain Complex. Minimum qualifications mandate the contractor be an authorized service partner for Motorola Solutions, Forum Communications, and Desktop Alert, with demonstrated experience in integrated telephony and network services within DISA Approved Product List configurations.

Performance Work Statement Automated Notification and Recall System (ANRS) Annual Maintenance and Support Services
13 February 2025
1.0. GENERAL INFORMATION AND SCOPE
1.1. Overview: NORAD and USNORTHCOM (N&NC) seeks to continue annual maintenance and support services for its current Automated Notification and Recall System (ANRS). The ANRS directly supports mission sets critical for maintaining N&NC’s Command and Control (C2) effectiveness. This system must be interoperable with current and planned operational C2 and SECDEF-directed Mass Notification System (MNS) roadmaps and hybrid cloud-based capabilities. It ensures N&NC directorates, components, separates, and Inter-Agency Partners are able to maintain near real-time situational awareness of Homeland Defense (HD), Defense Support to Civilian Authorities (DSCA) and internal dual-command alerting and recall mission set requirements.
ANRS is comprised of three (3) Unclassified C2 systems supporting N&NC Missions and Directorates:
• Mass Notification, Alert and Recall – Currently implemented by Motorola’s Vesta Communicator and hosted remotely with product transition to Rave Alert announced for end of calendar year 2025.
• Unclassified Enterprise Conferencing, Quick Action Messaging – Currently implemented by Consortium III Conference Bridge
• Unclassified Network-wide Alert messaging – Currently implemented by Desktop Alert
The Vesta Communicator or it’s replacement, is a remote hosted capability will require annual service, support and maintenance fees to continue access to MNS services. The Vesta Communicator service has been placed into an End-of-Life (EOL) product status and will require acquisition, deployment and sustainment of an equivalent feature/function topology with full annual service, support and maintenance fees with Out Year renewal options for uninterrupted continued access to current ANRS mission services.
The Consortium III (C-III) Conference VoIP-capable on-premise server provides conferencing capability for the NORAD Alerting System (NAS) as part of the larger ANRS currently deployed at NORAD and USNORTHCOM (N&NC). The Consortium III Conference server uses the DISA JITC-certified Consortium III software, which is utilized to meet NORAD mission requirements.
N&NC intends to purchase annual maintenance support for the currently deployed Desktop Alert software which provides network alerting capabilities. This will provide capability upgrades as they become available as well as troubleshooting assistance.
Finally, N&NC will require assistance with program management and systems engineering planning and support for ANRS. This will provide vital support for the transition, operation and maintenance of the system. Also, this will provide support to emerging requirements for DoD initiatives for government cloud-based interfaces with operational C2 controls at the joint operations center and permitted access control points. SECDEF and DoD CIO are exploring notification requirements that will most likely be given to N&NC as evolving mission requirements.
1.2. Description of Services: The contractor shall provide non-personal services to include all personnel, equipment, and supplies to perform the following:
· Annual service, support and maintenance for Vesta Communicator remote hosted MNS service and seamless transition to a N&NC selected replacement solution with no interruption of ANRS MNS mission system support
