About this file

This is a Sole Source Procurement Request Form submitted by the Colorado Office of Public Safety Communications (OPSC) for the acquisition of Anritsu S412E LMR Master Service Analyzers. The request, submitted on March 9, 2026, by James M McQueen (OPSC SE Regional Manager) with Program Manager Peter Bangas, seeks to procure three units of the specialized equipment during the current fiscal year, with an anticipated purchase of three additional units in the following fiscal year. The Anritsu S412E is a Motorola-certified service analyzer used for maintaining the State's Digital Trunked Radio (DTR) system infrastructure, combining the functionality of three separate test equipment pieces for radio alignment, antenna system sweeps, transmit combiner alignment, and coverage area mapping. OPSC has standardized this equipment across its operations, currently operating seven units shared between shops, with the goal of deploying one unit to each of thirteen service shops statewide. The approval period runs from March 9, 2026, through June 30, 2027.

The estimated total cost for the three units is $130,000.00, with no separate service costs identified. Anritsu America Sales Company, represented by Colorado Sales Rep Dave Laubscher, is the sole identified vendor capable of supplying this equipment, as Anritsu manufactures the product and sells exclusively through its own company channels. The request was previously posted on the electronic procurement system (VSS) as NPSS1 RFAA 2026-0131 with no competing responses received. Price reasonableness was established through historical comparison with the previous two purchases, which demonstrated no unjustified cost increases. The initial procurement of six units was issued to bid, during which no other company could provide comparable equipment with equivalent features and form factor, resulting in Anritsu's original award. This represents the third consecutive purchase from Anritsu, justified by the critical need for standardized training and maintenance procedures across all DTR system service shops statewide. Purchasing Agent Emily Laincz processed the request, and the sole source procurement was ultimately approved.

A sole source procurement is justified when there is only one good or service that can reasonably meet the need and there is only one vendor who can provide the good or service. A requirement for a particular proprietary item (i.e., a brand name specification) does not justify a sole source procurement if there is more than one potential bidder or offeror for that item. Note: All sole source requests will be posted on an electronic procurement system in accordance with §24-106-103(5) C.R.S.

Procured Goods Response: This will be the 3rd purchase of the Anritsu S412E LMR Master service analyzer. This equipment is certified by Motorola for use in maintaining the State DTR system equipment. It is the equipment we use as a standard statewide. The units already purchased are currently shared between shops. We currently have 7 units and our goal is to have one unit for each of our 13 service shops. Our plan is to purchase 3 units this fiscal year and the remaining 3 units next fiscal year.
Description of Goods/Services: The S412E service analyzer is specialty equipment that is certified by Motorola, the manufacturer of our DTR network site infrastructure. It has the capability and is used in place of three seperate pieces of test equipment for radio alignment, antenna system sweeps, transmit combiner alignment and coverage area mapping.
Description of Goods/Services #2:
Start Date: 03/09/2026
End Date: 06/30/27
G3 Text Bpx: Due to the need for conformity on training and procedure statewide on the maintainence of the DTR system from shop to shop, we respectfully request the issuance of this sole source request.

The cost estimate breakdown is just for the 3 units for this fiscal year. Next years cost is expected to be compareable.

G1 Text Bpx: We have no other avenue for procurment other than directly from Anritsu.
F1 Text Bpx: OPSC has standardized the use of the Anritsu S412E LMR Master service analyzer for DTR system optomization and maintainence. Anritsu only sells this product directly through their company.
E4 Text Box: On the first of the three previous purchases the specifications went out to bid. No other company could provide comparable equipment in the same form factor with the same features. Anritsu was awarded the bid for the first 6 units. Anritsu is the only company that sells their product. There has NOT been a drastic or unjustified increase in cost from the previos two purchases.
