About this file

This is a Request for Proposals (RFP) document issued by the City of Lakeland, Florida for vegetation management and herbicide treatment services at Lakeland Electric substations and related facilities. The scope encompasses semi-annual bare-earth herbicide treatments across approximately 55 acres distributed among approximately 31 substations located within Lakeland city limits and surrounding Polk County areas. Proposals are due October 12, 2026 at 4:00 p.m., submitted electronically through the City's OpenGov e-Procurement Portal. Written questions must be submitted by September 21, 2026 at 5:00 p.m. The contract award is for one year beginning upon purchase order issuance through September 30, 2027, with four optional one-year renewals available upon mutual consent. Work must be performed Monday through Friday between 7:00 a.m. and 3:00 p.m., with contractors required to achieve a minimum 95 percent vegetation control level at each site, with retreatment provided at no additional cost for non-compliant sites. The RFP is valid for 60 days from the opening date.

Pricing shall be submitted on a unit-rate basis per acre covering all herbicide application, labor, materials, chemicals, overhead, administrative costs, and profit, with no separate billable charges permitted for these items, travel time, or waste disposal. Contractors must hold current Florida herbicide application certification, demonstrate experience with at least three similar projects completed within the past five years, maintain OSHA compliance and current commercial herbicide application licenses, and designate a Quality Control Inspector. A local-vendor preference is available for businesses maintaining a physical location within Lakeland Electric's service territory for at least twelve consecutive months prior to submission. Evaluation criteria allocate 25 points each to cost, experience (including Lakeland Electric work history and electrical utility experience), company equipment capability, and length of time in business in central Florida. Mandatory submittals include indemnification agreements, insurance requirements, safety compliance certifications, human trafficking affidavits, and federal and state compliance attestations. The City reserves the right to award to one or more vendors.

43. HERBICIDE TREATMENT GUIDELINES

The contractor shall obtain all permits necessary to perform the specified work and shall indemnify LE for work done without the necessary permits. Chemicals shall be applied in accordance with all Federal, State and local municipal ordinances, and manufacturer labels. Supervision of the crews shall hold a current commercial State of Florida license for the application of Herbicides. A current copy of this certificate shall be provided to the contract administrator.

Contractor shall provide LE with the MSDS of all chemicals intended for use in addition to a plan for their use prior to the application of herbicides. The Contractor shall be held solely responsible for all damages occurring as a result of improper handling or application of herbicides, as well as those not done in strict accordance with product labels. The Contractor shall furnish, handle, store and apply all chemicals and obtain them from reliable manufacturers.

The Contractor shall not apply any chemical that may cause damage to birds or other wildlife, crops, grove trees, ornamental plants or livestock adjacent to the substation or ROW (right of ways). This should also take into account chemical drift and run-off. Contractor performance in fulfilling the requirements of this contract shall be measured on a performance basis, whereby each treated site shall have a 95% or greater control level on undesirable vegetation. Sites exhibiting control less than 95% will require the Contractor to retreat such sites at no additional cost to LE. All chemical applications shall be in full compliance with Florida Regulations, specifically Administrative Code 62-341.620, relating to clearing for maintenance of electric power lines by electric utilities.

44. CREW WORK PROCEDURES

The work performed under this contract will be performed near energized electrical conductors of LE’s Substation and Transmission System. The Contractor shall establish and conform to safe work practices appropriate for such work. The Contractor shall comply with operating procedures established by LE for such work and all procedures used to perform such work shall conform to federal OSHA, IEEE STD 516-2003, State of Florida Bill 980, and local requirements. It is the responsibility of the Contractor to document the instruction and training of all their employees regarding the hazards involved in working around energized conductors.
