The proposed facility includes pre-fabricated, turn-key portacabin structures and a site screen fence. The portacabins are durable, easily transportable, and fire-resistant, designed to accommodate New Delhi police officers and security staff. The facility is situated to avoid cutting any existing trees on the NDMC-owned site. A detailed cost estimate will be provided.
The program includes spaces for the local police, a PSO, tea lounge, toilets, weapon storage, and an exterior courtyard. The portacabin specifications outline the panel construction, building structure, thermal insulation, flooring, electrical, plumbing, and HVAC requirements. The site fence includes a green flex sheet panel system with a concrete knee wall. Furniture and furnishings are not included in this contract.
This document provides guidance to the Design-Build Contractor, who will be responsible for coordinating the necessary permits and approvals with the Ministry of External Affairs or other authorities, as required by the Owner.

POLICE FACILITY AT U.S EMBASSY, NEW DELHI
DESIGN APPROACH
The proposal aims to provide a facility to accommodate New Delhi police officers and other members of security staff for the Embassy of The United States of America, New Delhi.
There are two major components of the design – the pre-fabricated turn-key structures and site screen fence.
Portacabin is based on prefabricated panels & pre-engineered steel structures and designed for easy erection/ easy dismantled. Portacabin is durable, easily transportable, economical in construction, termite proof, and fire resistant. The structure shall be erected on raised platforms to avoid flooding during rainy seasons.
Being prefabricated and easy to dismount, they are not calculated in either ground coverage and
FAR, making the same easier to get approved by the statutory authorities.
Apart from the functional requirements, the police facility is designed with some site constraints.
There are a number of city marked trees on the site. The siting of the facility aims to not cut any existing trees in the development. The site is the land of NDMC, which prohibits cutting of any tree on the site. The development has been designed to follow suit.
PERMITTING AND APPROVALS
The proposed police facility is located on a parcel of land that belongs to the New Delhi Municipal
Corporation (NDMC). The local advisor for permitting and approvals has proposed an approach for the permitting of the same based on several porta cabin facilities provided on NDMC’s land in the vicinity.
The Building Design Contractor will be required to coordinate the approvals and permits on behalf of the Owner with the Minister of External Affairs (MEA) or any other authority, as required by the Owner.
COST PROPOSAL
A detailed cost estimate shall be provided.

PORTACABIN SPECIFICATIONS
This document is a guidance document for the Design Build Contractor. All the shop drawings / construction drawings shall be provided by the contractor for the approval by the Owner. All finishes, specifications of structural, mechanical, plumbing & electrical will be specified in the said drawing for the Owner’s approval.
Pre-Engineered Composite Panels
Key features
• Rapid Assembly, Ultraviolet Resistant, Rot Resistant
• Resist ABUSE Abrasions, Rust Resistant, Super Strong Design
• Simple Construction, Insulated Roof and Walls, Expandable Building Design
Portacabin Engineers are pre-engineered/prefabricated, thermally insulated building structures, which are designed to meet specific requirements, Portacabin Panels are complete panel system designed especially for fast construction of residential, commercial and industrial structures in all climates and terrains. It’s an attractive, cost effective and energy efficiently alternative to conventional constructions.
Portacabin - PCP Model is designed & fabricated to be installed at any open site with the following specifications. The panels are designed for easy erection, dismantling and re-erection at a new site within short time. All material wherever possible being used as per relevant ISI specifications and all dimensions are outer within tolerance limit of +/- 5 percent. PCP panels are fabricated out of two layers inner and exterior of GI plain sheets (0.63 mm thickness) sandwiched with 75mm thick EPS polystyrene (20 Kg/m3 density) using imported laminating resin for load bearing strength of 550-600/Kg/m2. PCP panels have inter-locking (male –female locking) system to enable them to form complete walls. Profile sheets: cut of pre-painted galvanized steel sheets

(make National Steel, Bhushan steel/ equivalent ) on top of GI panels roof (including covered courtyard area)
Maximum length of panels is 4266 MM (14Ft), Width 790mm (31”), Thickness 78mm (3”).
Building Structure & Erection
The Building structures should consist of a series of interlocking/interlinking thermally insulated panels that are assembled to form both interior and exterior walls as well as the roof and canopy.
Portacabin Panels for rapid economical, high quality, thermally insulated, sturdy construction of a building that can be erected on a specially designed relocatable locking floor or on a steel posts and anchored on corners with Anchor plate which attaches to the ring beam, all the panels are further mounted on the rigid structure with the help of simple accessories. The super structure additional support for centre beam and corners to be engineered by Prefab Designer.
Walls (Exterior & Interior)
Provide sandwiched system of outer four sides walls with internal partition panels 78mm thick
(insulated panels made out of 0.63mm GI Sheets on both sides with insulation of thermocole).
The panels form a composite well bounded system of seven layers comprising of the following:
1. Protection layer of Poly resin with sand finish.
2. Galvanized metal sheet walling (24G galvanized)
3. Resin bonding layer.
4. Medium density Expanded polystyrene (Thermocole) (20Kg/M3).
5. Resin bonding layer.
6. Galvanized metal steel walling (24 G Galvanized Sheet)
7. Protection layer of Poly resin with sand finish.
Roof and Canopy
Roof thickness of panels is 75mm (3”) and are insulated and leak proof. Provide sandwiched system roof panels 75mm thick (insulated panels made out of 0.63mm GI Sheets on both sides with insulation of thermocole of 75mm thick). (including covered porch in main entrance).

Thermal Insulation
The Portacabin Panels, used in construction insulate twenty times more efficiently than concrete and are eight times efficient than brick, using them can therefore save not only on installation cost of cooling and heating systems, but also cut down on recurring energy cost by as much as
50%. This property makes it ideally suited and profitable to be utilized for constructing houses, hotels, factories, schools and even cold storages in extreme climatic conditions.
Use 75mm thickness of 20 Kg/density of EPS or as proposed by the design build contractor.
Portacabin Floor, Frame Work, and Footings
Portacabin floor to be manufacturer’s standard BWP Marine Grade 15mm plyboard on grid platform of galvanized MS hollow rectangular tube sections of 50x25mm. The frame work has standard grid size of 600x600mm. The floor is raised above the ground level using ISMB or ISMC galvanized steel supports with size, spacing, and footings engineered by Prefab designer. Provide rodent repellent metal mesh screen from bottom of porta cabin to minimum 300 mm below grade.
Technical Specifications
