About this file
This is a Class Justification and Approval (J&A) document authorizing a sole source contract award for rescue boat davit replacements.
The Military Sealift Command (MSC) Ship Support Unit (SSU) in Guam seeks to award a material-only contract to Allied Systems Company for two Allied Davits Model D6700FCS rescue boat davit replacements for the USS EMORY S. LAND and USS FRANK CABLE. The total estimated contract value is $670,000.00, with a required delivery date of February 2027, funded through fiscal year 2026 Operations and Maintenance (Navy O&M) funds. The contracting authority expires one year after the J&A approval date.
The sole source justification is based on four primary factors: Allied Systems is the exclusive original equipment manufacturer (OEM) with proprietary knowledge of compatible davit components; MSC lacks the manufacturing details and technical information necessary to evaluate non-OEM alternatives; standardization requirements mandate the specified make and model to ensure consistency across fleet vessels; and the davit is classified as critical ship equipment where OEM-guaranteed performance and reliability are essential. Market research confirmed that Allied Systems is the only vendor capable of meeting form, fit, and function compatibility requirements. MSC has no current plans to remove barriers to future competition for these supplies. The Contracting Officer determined the anticipated cost to be fair and reasonable under IAW FAR 15.404-1(b)(2). The J&A was approved by Contracting Officer Donnie Leger on the authority of 10 U.S.C. 2304(c)(1).
