2 Annex
The proposed community based living program is a bottom-up human rights-based approach that takes place at the local community level. The solution that this model offers to both the local communities and the state itself introduces a viable alternative to the public system, and meets the https://docs.google.com/spreadsheets/d/1sEvB2j_BRXgXc-41bpsYrMsn2xQ0k9iq/edit#gid=1268857504 https://docs.google.com/spreadsheets/d/1sEvB2j_BRXgXc-41bpsYrMsn2xQ0k9iq/edit#gid=1268857504 state’s social policy commitments required for membership in the European Union. Sumero operates with the following objectives in mind:
Objective 1. Deinstitutionalization and prevention of institutionalization of PwDs
Objective 2. Transformation from an institutional culture to independent living in the community
Objective 3. Capacity building of public and civil stakeholders; replication of positive practices.
The model is established in partnership with local governments, who provide shared accommodation and living costs for up to five beneficiaries in each housing unit. provides trained assistants to mentor and help residents live fulfilling lives in their community. Local organizations also provide PwD with human rights education and self-advocacy training so they can become an integral part of society.
The model has also helped decrease the stigma about PwDs in Bosnia and Herzegovina. The implementing organization will cooperate with cantonal and municipal social work centers to attempt to replicate the model in every part of the country. The Model’s main objective is to establish mechanisms to prioritize PwDs’ participation in their communities by practicing a human rights-based approach with support services for independent living.
