About this file

This is a Transformer-Specific Requirements annex document prepared by the City of Palo Alto Utility Department for the procurement of six substation transformers rated at 20/26/34 MVA with voltage specifications of 115/60-12.47Y/7.2kV. The transformers will be installed at three separate locations: 620 East Meadow Dr, 1350 Hopkins Ave, and 1040 Colorado Ave in Palo Alto, California, with two units delivered to each address. The delivery schedule specifies two transformers at the earliest available date, two units two years after the initial delivery, and two units four years thereafter. Installation is to occur at the earliest available date following delivery. The equipment will operate as power transformer step-down units suitable for transmission substation system applications with three-phase, two-winding configuration and core-form construction. City of Palo Alto Project Engineer Brandon Grossman serves as the primary contact for this procurement.

The specification document establishes comprehensive technical requirements covering cooling class designations (ONAN/ONAF/ODAF), de-energized and load tap changer provisions with automatic voltage control capabilities, auxiliary equipment including bushings, surge arresters, current transformers, and monitoring instrumentation. Key design parameters include impedance ratings of 9.25% at various voltage combinations, insulation levels with basic insulation levels (BIL) of 650 kV for high-voltage windings and 110 kV for low-voltage and neutral windings, and audible sound level compliance with NEMA TP-80050 standards. The specification mandates mineral oil insulation with a sealed-tank or nitrogen gas pressure preservation system, site commissioning and field testing by the supplier, and compliance with IEEE and ANSI standards. Loss cost multipliers establish economic evaluation criteria at $3,000 per kilowatt for no-load loss and $1,300 per kilowatt for both load loss and auxiliary loss, with site-specific requirements emphasizing minimal transformer footprint and top-mounted vertical bushings configured for direct outdoor connection to owner-supplied bus equipment.

In section 8 of this document “Low-side / LV Line End in Auto for combined voltage variation” selected as “Location and Function” of LTC due to the following scenario on site:

The following table shows the statistics of daily recorded maximum and minimum voltages from March 27,2025 to March 26,2026 collected from

SCADA:

Maximum Voltage Values Minimum Voltage Values

Max 66.35 kV Max 65.26 kV

Min 64.43 kV Min 62.28 kV

Avg 65.37 kV Avg 64.11 kV

Median 65.37 kV Median 64.12 kV

The De-Energized Tap Changer (DTC) will be at tap position 3 (60kV). LTC will operate to compensate the voltage changes on the High Voltage side and the transformer will function as variable flux design. The transformer flux density shall be within the limit specified at section 6.2.2 in specification considering this scenario.

The Average Oil Rise over Ambient for most of the Transformers the company purchased in last 10 years were 35°C. The bid proposal shall be prepared using this information as design guide.
