PERFORMANCE WORK STATEMENT FOR
MONACO TECHNOLOGY UPGRADES
AT
Joint Base Andrews
August 27, 2025

SECTION I – Description of Services
1.1 GENERAL
This is a fire alert reporting system technology upgrade for both Fire Stations at Joint Base Andrews (JBA).
1.2 SCOPE
The Contractor shall perform a comprehensive upgrade of existing fire alert reporting system components to mitigate downtime and prevent failures associated with aging equipment. This upgrade must be configured with Windows 11 and Risk Management Framework (RMF)-compliant software. The Contractor shall also upgrade the current fire alerting report system to the latest version, ensuring optimal system performance and full utilization of advanced feature sets by base dispatch personnel.
SECTION II - Requirements
2.1 SPECIAL QUALIFICATIONS
2.2 The contractor shall have the required training, certification, and equipment needed to perform maintenance on the current and new system. The contractor shall provide verification that certified personnel are performing the required work on the fire alert reporting system.
Requirements
2.3 Dispatch – Fire Station 1 (Bldg 1287)
2.3.2 Install one (1) rack-mount repair-by-replace CPU with keyboard and mouse.
2.3.3 Configure with the current base FARS database and Alarm Reporting Software
Version 2.0.
2.3.4 Transfer existing software licenses; decommission and remove the legacy CPU.
2.3.5 Install four (4) widescreen displays compatible with the new CPU.
2.3.6 Install one (1) desk-style Uninterruptible Power Supply (UPS).
2.3.7 Install one (1) ruggedized NEMA 4X wireless communication module.
2.4 TRUCK BAY
2.4.2 Install one (1) rack-mount repair-by-replace view-generator CPU.
2.4.3 Configure with the current base FARS database and Software Version 2.0 upgrade.
2.4.4 Transfer software licenses; decommission existing CPU.
2.4.5 Install one (1) 55″ LED display.
2.4.6 Install one (1) Department-of-Defense Approved Products List (APL) 24-port managed network switch.
2.4.7 Install one (1) desk-style UPS.
2.5 COMMUNICATION ROOMS
2.5.1 Replace one (1) environmental monitoring station (weather sensor).
2.5.2 Replace one (1) Network Time Protocol (NTP) stratum-1 server.
2.5.3 Install one (1) ruggedized NEMA 4X wireless communication module.
2.5.4 Install one (1) APL-approved 24-port managed network switch.
2.6 TRAINING ROOM
2.6.1 Install three (3) rack-mount repair-by-replace CPUs for operator stations.
2.6.2 Station S1 shall include keyboard and mouse; all three shall be configured with the current FARS database; two shall receive Software Version 2.0.
2.6.3 Transfer existing software licenses; decommission legacy units.
2.6.4 Install one (1) KVM console (drawer-style) for multi-server access.
2.6.5 Install one (1) APL-approved 24-port managed network switch.
2.6.6 Install one (1) rack-mount UPS with short-term battery backup.
2.7 FIRE STATION 2 Bldg 3464, ALTERNATE DISPATCH
2.7.1 Install one (1) tower-style repair-by-replace CPU with keyboard and mouse.
2.7.2 Configure with the current FARS database and Version 2.0 software.
2.7.3 Transfer licenses; decommission existing CPU.
2.7.4 Install two (2) widescreen displays.
2.7.5 Install one (1) desk-style UPS.
2.7.6 Provide and install one (1) RFM-X modem
2.7.7 Provide and install one (1) RFM-X NEMA 4X
2.8 STATION 2 COMMUNICATION ROOM
2.8.1 Install one (1) rack-mount repair-by-replace CPU.
2.8.1.1 Configure with the current FARS database and Version 2.0 software; transfer licenses; decommission legacy unit.
2.8.2 Install one (1) KVM console.
2.8.3 Install one (1) APL-approved 24-port managed network switch.
2.8.4 Install one (1) rack UPS with short-term battery backup.
2.8.5 Install one (1) color laser network printer.
2.8.6 Verify network connectivity at all installation sites.
2.8.7 Validate overall system performance post-installation.
2.8.8 Provide up to four (4) hours of system operator training for eight (8) personnel on-site at Joint Base Andrews Fire Station 1.
2.9 CONTRACTOR QUALIFICATIONS
2.9.1 Must be the OEM of the existing FARS hardware and Alarm Reporting Software.
2.9.2 Personnel must be factory-trained on FARS Version 2.0 installation, configuration, and maintenance.
2.9.3 Hold valid licenses for all software components.
2.10 DELIVERABLES
2.10.1 Installation Completion Report, including configuration details and decommissioning logs.
2.10.2 Updated system drawings and network diagrams.
2.10.3 Software license transfer certificates.
2.10.4 Operator training certificates and training materials.
SECTION III
3.0 SECURITY REQUIREMENTS
3.1 PHYSICAL SECURITY All personnel employed by the contractor in the performance of this contract, or any representative of the contractor entering the government installation, shall abide by all security regulations of the installation. The contractor shall be responsible for the action of any of their subcontractors and their employees who are working on JBA. The contractor and subcontractor shall hire U.S. citizen(s) that are in possession of a valid State driver’s license and birth certificate. If the employee is not a U.S. citizen, the contractor and/or subcontractor may hire non-U.S. citizens if they are in possession of a Green Card, Social
Security Card, Resident Card, Work Visa, and State issued Identification Card. If driving on base a State issued driver’s license is required.
3.2 PASS AND IDENTIFICATION ITEMS. The contractor shall ensure the pass and identification items required for the contract performance are obtained for employees and non-government owned vehicles.
3.3 RETRIEVING IDENTIFICATION MEDIA. The contractor shall retrieve all identification media, including vehicle passes, from employees who depart for any reason before the contract expires.
3.4 TRAFFIC LAWS. The contractor and its employees shall comply with base traffic regulations.
3.5 WEAPONS, FIREARMS, AND AMMUNITION. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor-owned vehicle or privately-owned vehicle while on JBA or any other military facility.
3.6 Drug, Tobacco, and Alcohol Use Policy. The consumption of alcoholic beverages or illegal drugs by contractor personnel, while on duty, is strictly forbidden. Contractor shall immediately remove any employee who is under the influence of alcohol or drugs.
3.8 MISCELLANEOUS PARAGRAPHS
3.9 Safety Concerns. The contractor is solely responsible for compliance with OSHA standards for the protection of their employees. The Government is not responsible for ensuring that contractors comply with “personal” safety requirements that do not present the potential to damage Government resources.
3.10 Project Policy. The contractor shall comply with all industry standards. All work shall be done in accordance with all federal, local, and state laws and regulations.
3.11 Inherently Governmental Functions. The contractor shall not perform inherently Governmental functions as defined in the Federal Acquisition Regulation (FAR) Subpart 7.5 in relation to this PWS.
3.12 Ethics. The contractor shall not employ any person who is an employee of the US Government if employing that person would create a conflict of interest. Additionally, the contractor shall not employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval according to DoDD 5500-7, Joint Ethics Regulation.
3.13 Professional Appearance of workspace. The contractor shall keep workspace areas neat and orderly and avoid conditions leading to safety violations.
3.14 Non-Personal Services. The Government shall not supervise or task contractor employees in any manner that generates actions of the nature of personal services, or that creates the perception of personal services. It is the responsibility of the contractor to manage its employees directly and to guard against any actions that are of the nature of personal services or give the perception of personal services to the Government or to Government personnel. If the contractor feels that any actions constitute, or are perceived to constitute personal services, it is the contractor’s responsibility to notify the CO immediately. Non-personal contractor services shall not be used to perform work of a policy/decision making or management nature.
