About this file

This is a Sources Sought notice issued by the U.S. Army Corps of Engineers (USACE), Norfolk District, for an anticipated construction contract at Arlington National Cemetery (ANC) in Virginia. The project scope involves cleaning and prevention activities at the Millennium Columbarium, specifically targeting the removal of efflorescence and biofilm buildup from concrete surfaces in Section 79 complex (Courts 10 & 11) and Section 85 complex (Courts 12 & 13). Prevention work must prevent precipitation intrusion on horizontal surfaces and deflect water from vertical surfaces to minimize future cleaning frequency. Minor concrete repairs of joints and cracks are anticipated prior to installation of cap and strip flashing. The government has evaluated several options including cap and strip flashing, membrane with strip flashing, and clear coat products. The target budget range is $1,000,000 to $5,000,000.

Prospective contractors are required to respond to a ten-question questionnaire limited to five pages addressing their project execution capabilities, including proposed work methodology and equipment, active contracts demonstrating capacity, relevant experience with concrete cleaning and flashing installation with specific project examples, company information and identifiers (CAGE code and UEI), bonding capacity, business size classification (small business status if applicable), contracting approach (sole, prime, or joint venture), and subcontractor information. Contractors must acknowledge that work cannot disrupt normal cemetery operations and events. A local presence within the Washington D.C./Northern Virginia metropolitan area is considered a favorable qualification factor. The Sources Sought is designed to identify qualified construction contractors capable of delivering the most long-term cost-efficient prevention solution for this specialized project.
